Black Hall's lords have the privilege of being the first lords to sign the Codex Imperium, a collection of treaties, alliances, and laws that helped define the early Empire of Demenia. The Massacre of Demenia site is also on the western frontier of the prefecture.
Black Hall is ruled from Pealham, one of the largest cities in the Empire, by an elected council and Lord-Regent, who spends most of their time in Demenia City conducting business on behalf of the Council.

Government

The entire prefecture is ruled by an elected council of 15 Lords. Seven of the Lords come from the prefecture's hereditary nobles, seven are commoners. The fifteenth is the Lord-Regent, a noble, and casts no vote in any Council business except a tie. The Lord-Regent's role exists primarily to conduct the prefecture's business in Demenia City at the Royal Court.
