Green Council

The Green Council, as in the Green Chamber, which is a small chamber off just down the hall from the Grand Parliament, where the Council of High Lords meets, and is the usual meeting space for the Emperor's privy council. While the council has no official power to legislate it consists entirely of the Emperor's most powerful and trusted advisors and allies therefore its influence cannot be overstated. This power, and its lack of any official endorsement is often a sore spot for many High Lords who see a second council that answers to no other authority as little more than a blank check for whatever the Emperor wants to do. The reality is somewhat more complex. Green Councillors were selected based on their expertise and trustworthiness, but most importantly their frankness; especially when they disagreed with the emperor.
The High Lords exist to serve the interests of their prefecture in ruling the empire. The Green Council exists to serve the interests of the Emperor, and while these interests are often aligned, that's not always the case. More, since the Green Council's members are all very close with the Emperor there is an expectation that they will anticipate his needs: solving problems before they arise, and proactively hunting, and exploiting opportunities when they're found, or created.
