Du'chan

Nestled between the steep mountains and the deep ocean lay Du'chan, capital of the gnomes and melting pot of the world. Now the most populous city in Cabochon, Du'chan has aged poorly and many of its wards are in disrepair. Since the creation of the Pact with the teiflings, an enrichment effort has revitalized efforts to reestablish Du'chan as the foremost trading hub of the Catseye.   30 years have passed since the Pact was created and tiefling flock to the haven city of Du’chan. Once the last stand against the Elven Empire, Du'chan now desperately seeks to relocate portions of the population out of the city proper. This is quite unpopular due to the vast amount of infrastructure built in the city (aqueducts, sewage system, flat brick roads) and the opportunity in the city. Corvin, a leader in the tiefling community, lobbies for his people to relocate to Mephistal. The Technocracy of Duchan is very unwilling to let this happen as the Pact has led to massive advancement in technology since its establishment. Mayor Gimbal, tenured and serving a life term, refuses to give ground to either side (Technocratic party and Magocratic party). For this reason, he rarely makes public appearances and fears a coming assassination.

Government

Tied loosely by Mayor Gimbal's goodwill, Du'chan remains united peacefully despite major differences between the city's two major factions bound to their respective colleges: the Technocracy and the Magocracy. The 'Techs' helped arrange the Pact and rely on their infernal enchantments to keep their elaborate contraptions running. The 'Mages' find themselves at a disadvantage as they once controlled the surrounding weather and plenty responsible for Du'chan's success.

Infrastructure

Du'chan remains the economic center for much of Cabochon despite the recent sea elf incursions.

I think of it as a melting pot in the sense that it started as a monoculture a century before and has slowly become one of the more diverse places in the world.
