Surrinlinna is the capital of Kotimaa. It is a place where all six tribes reside. The Justicar resides here and the Jarls visit regularly. It is a place where disputes are settled and raiding routes are planned. It is also where most captains choose to launch their raids from.
Government
The city is run by the Justicar of Kotimaa. He makes laws, sets taxes, and appoints officers to enforce them.
