Justicar

The Justicar of Kotland leads the council of Jarls and runs the city of Suurin. He sets taxes on the tribes and his city. Both he and the national government also get small portions of raid prophets. He is usually a popular ship captain who becomes a Jarl and remains popular with his tribe and the others.

Qualifications

To become Justicar of Kotland you must first have been a Jarl.

Appointment

When the current Justicar retires, dies, or is removed from office the Jarls of Kotland all meet in Suurin. All ship captains are also allowed but not required, ship captains can't vote but can give speeches and show support for candidates.

Duties

The Justicar runs the capital city of Suurin, settles disputes between Jarls, is the chief executive officer of Kotland, and helps plan raiding routes.

Benefits

The Justicar gets a small portion of all raid profits as well as supreme power within Suurin.

Grounds for Removal/Dismissal

When the Jarls of Kotland believe that a Justicar should be removed from office either because of a failing or inability to serve. If 3/4 of the Jarls vote to remove him he is forced into retirement and will often become a ship captain to go on his death saga. A vote of no confidence cannot be called when at war or during raiding season without a 90% vote of the Jarls.
