District of Woes
Run by Celia Fenthris, a widowed Lady who is permitted to run her district despite her husband's tragic death. In an attempt to bring her husband back, she turned a large majority of this whole area into an undead populace. It is now cursed land, and this is also part of the reason she is allowed to continue ruling this area.
Also, it is worth noting that much of the major beaurocratic work of the city gets done here. Tax collecting, animal registration, legal documentations, etc. It's all held here in the Weeping Foes District.
7a - The Mournful Lows
Named in part due to the fact that it is the lowest part of the district, the Mourful Lows has the highest number of living people in this area. It is growing attractive to thieves, impoverished persons who need a cheap place to live, and other individuals who have an unnatural appreciation for undeath.7b - The Weeping Foes
This section used to be full of beauracracy. Now it's more dead than ever. Beaurocratic necessities still happen here, but now the life has been sucked out of them as they are run by undead clerks. The only thing that they king is grateful for about the undead presence is that Death Knights are now in charge of the tax collecting and dealing with tax evasion. It has proven to be an effective tactic.7c - The Wailing Woes
Ironally, most of the dead of the city are buried here in the Mausoleum. Also, none of the dead here have been disturbed. The curator, an undead Wraith named Talik, is very friendly and is willing to conduct memorial services for a decent price. The Orthomancers have all removed their members from the Mausoleum already.7d - Fenthris' Den
The home of Celia Fenthris. She rarely comes out on her own nowadays. Some people rumor that she herself has become undead, others worry that she is working on a plan to turn the whole city undead. A few think that she is still mourning her husband quietly and without disturbance. The bridge into the Markets of Marvels is perpetually closed here.
