Cervoyan Diarchy

Structure

Diarchy - a government ruled by two sovereigns, each governing half. They modeled this after the government of Antioch. For Cervoya, each ruler makes propositions for their half to parliament, who then determines what shall be passed and expected of the people. This parliament, however, is not like the Senate of the Antiochian Monarchial Republic. Rather it is an oligarchic system in which the sovereign King or Queen is contested by democratic nobility. Parliament is entirely comprised of EarlsCounts, and the like. These are hereditary titles, unlike in Kalastrad, where they originated.

Culture

Cervoyans are very prim and proper. They are self-grandizing to a fault. While many countries have a code of honor, Cervoyans take it next level. Duels are common, even over something as small as an individual slighting another's name. Cheating is not tolerated and it is permissible to murder one who has done so. Trial by reputation is well-respected. Character witnesses are considered concrete evidence and often are called in difficult cases. They are cultural sponges, embracing trends and advances to extremes, often taking them far further than their source.

Assets

Not a particularly wealthy despite doing all they can to appear so. They hold a very gilded image they wish to hold.

History

Cervoya is a very young country when compared to its contemporaries - all of which have stood for over a millennia in one form or another. They are also still recovering from a devastating civil war. Two houses were vying for the throne at the same time, leading to the aristocracy splitting the country into fragments as they all chose sides and battled. After 20 years of battling out for the throne with no results, they determined to become a diarchy. The parliament was established to keep the two houses getting along.   The birth of the nation is a direct result of Michel de Laurent and his Peoples' Union. Towards the end of the Age of Kings' first half, he and his people led the Peoples' War, overthrowing the Bretonic Monarchy and starting over. Michel de Laurent believed that the power should be spread across many rulers that all rallied under one banner. He believed that - eventually - all of Wyrth could unite under a single banner, and set about trying to make Cervoya the shining example of that.   After successfully establishing a new nation and government (a process that began in 9142 and ended in 9170), they set about trying to spread their ideals. They started with a new country that would be settled independently, so as to show that it's possible for even separate nations to unite in that way. That country was Uirsgeul. Ironically, by colonizing the native populace, they inspired a war in Uirsgeul that killed half the settlers and created a culture of animosity that has lasted centuries. Still, the colony was established and now flourishes as an independent nation.   Since then, there have been multiple attempts to make new colonies, but all but one has failed. That one is Havan, and her crown jewel: Repinas City. Still, the influence of the Cervoyan people and, more to the point, their goverment, has rooted itself in the Kalastradi Monarchy and Astozian Duchy; two of the major world powers have taken on aspects of Cervoya and her Repenian culture.

Demography and Population

The country is now mostly populated by Elves, with a large number of Human. There is still a healthy Rus population, but very few Dracoling, Skyborn and alif. There are exceptionally rare Orc, Goblin, Seraph, and Jackel, as they are considered unfit to be a part of Cervoyan society and were run out following the end of the civil war and the establishment of the Cervoyan country.   They used to be more Rus and Human, but the Elf population was angry at the lack of representation they had under the Bretonian government, and thus sought to set the country up as the Elven homeland.

Military

With their neutrality, knights no longer see battle. Soldiers are conscripted peasantry using levvy system. Knights are nobility who do not actually fight. As is to be expected, the military is lackluster and lacks strength in skill and strategy.

Foreign Relations

Mostly disregarded and looked down on by other countries, which leads to their inferiority complex. Outside countries remember the former glory of Breton and feel this is a mere husk remaining. Cervoya does little to counter this, remaining neutral in conflicts. They have not participated in war since their founding. Its theorized this is because they could not afford to.
