Uthmar

Uthmar is the southernmost nation in Southern Lamera, including the Haunted Wasteland and the Drakomus Swamp. The pervading view of the average Uthmaran is that they are the rightful rulers of all lands south of the Heartlands, much like it was during the days of the Mardin Empire.

Religion

Of the gods of Vuria, the most loved gods in Uthmar are The Unbroken, The Lady of Fortune, and the Incarnate-turned-demigod, The Prophet.   Cults to gods like The Defiler or fiendish cults are not tolerated in Uthmar due to their association with devils, demons, and other fiends.

Foreign Relations

Uthmar's relations with Khavica have had a rocky past. Uthmar threatened Khavica with trade embargoes until they had abolished slavery and many Uthmarans find the Khavican system of "debtors" to be nothing more than finding a loophole for its continuation. However, Uthmar has an official non-aggression pact with Khavica, but Sultan Aladogan Muhtar has been pushing the Merchant Lords for an allegiance in recent years. The Merchant Lords remain hesitant to accept the offer to date, however.   Ballardan and Uthmar have remained at odds for centuries. Arguably, if it were not for Khavica acting as a buffer-zone and middleman for trade between the two kingdoms, this unease might have split over into bloodshed.   Uthmar and the Zhathair Enclave have nearly gone to war a number of times due to the wizard-princes policy of sentencing clerics to death within their borders. Even now with divine magic only being severely limited in the Enclave, clerics of Yalim are still outlawed under punishment of death.   The pirates of the Sarotarian Isles are reviled by Uthmar officially. Unofficially, there is some question on whether some of the crews are actually privateers working on behalf of the Sultan.   Uthmar has very little contact with the cities of the north outside of trade, but does have an embassy in Emberfell.

Trade & Transport

Like any of the other lands of Southern Lamera, Uthmar is heavily built on trade and its culture is as dependent on trade as any other nation.

Legislative Body
The Sultan is the supreme ruler who lived in the grand palace in Kemendira, who's word is law. The Grand-Vizier hears out most audiences in the palace however. The rest of the kingdom is divided up among provincial governors who carry out the Sultan's decrees. The governors delegated power to a single vizier who handles law and order. The Sultan or provincial governor also gives magistrates the power to handle civil matters such as water, roads, or structures.
Judicial Body
Judges are appointed by local magistrates. The judges are notorious for favoring Uthman over non-Uthman, and Tabaxi and Tiefling can expect unfair treatment and harsher punishments.   Public flogging is a common punishment for cases of assault and theft. Censure is a common punishment for slander to fraud. Public execution is saved for punishment for inciting riot (especially in Kemendira,) murder, tax evasion, and treason; with impalement being the preferred method.
