Khavica

Mercantile nation along the coast of the Lucent Sea in Southern Lamera . It is a fertile and largely subtropical region between mountains to the north and south. The northern border is formed by the Thundering Peaks and the Scourge Wood .   Khavica is a massively wealthy nation in southern Lamera. While the loss of the Sarotarian Isles has dealt a major blow to their international maritime trade routes, Khavica still controls many of the vital trade routes to Uthmar , Ballardan , Emberfell, and even as far north as Zardossk . The country's natural resources and wealth, combined with its mercantile nature led Khavica to become one of the most important and influential trading hubs throughout Lamera . Despite being the heart of culture and the arts, its capital of Alzira is notoriously a den of political corruption.

History

Following the collapse of the Mardin Empire in 395 CY, Khavica established itself as an independent kingdom with Vallaghero as its capital. The early days of the kings of Khavica were marked by massive fortification projects along its southern border out of fear that the new sultan of Uthmar would seek to expand northward. After their defeat in 560 CY, the state of Khavican politics began to falter with assassinations and rampant corruption taking center stage as the nobility and the military grew in power until they contested that of the crown. In 1423 CY, following the assassination of King Alfons II, Khavica found itself in a bloody civil war with each noble house having a claim to an heir of the throne (legitimate or otherwise.) Finally, in 1450 CY, Ramon Sandalin proposes the Golden Concordat to the other noble houses and it is quickly adopted, moving the capital to Alzira and establishing Khavica as a plutocratic oligarchy led by the Merchant Lords.

Demography and Population

~ 2,950,000; 83% Human (Ballarand dominate, followed by Uthman,) 15% Halfling, 1% Half-Elf, 1% Other   Despite being a largely human nation, racial prejudice is rare in Khavica and rightly viewed as harmful to business. Khavicans care little of who someone is or where they are from so long as they pose no threat to the well-being of their trade.

Territories

Has claims to some of the smaller islands in the Zhathair Isles. Despite the potential conflicts this could cause with their allies in the Enclave, both sides seem have been passive over these claims, seemingly content on producing different maps.   Following the signing of the Guildpact, Khavica has taken a slightly more expansionist policy, colonizing Killing-Bone Isle, annexing the formerly Ballardinian city of Rouvin and its surrounding province, and reclaiming the Sarotarian Isles. This has firmly asserted its dominance over seafaring trade in the Lucent Sea of the coast of Lamera.

Military

Khavica has no standing military proper, instead military actions of conquest and defense are handled by the Mercenary Guild. While the guild master Francisco Arboix wields considerable power over the Khavican military, the Guild Council and Ruling Guild Master Teodora Malé may override his decisions in times of great need.

Religion

The mercantile nature of Khavica extends to their worship. Khavicans tend to not be very pious, but will pray to gods when they need something, especially protection. For example, sailors and merchants that travel via the sea regularly pray to The Storm Lord for protection. However, there are some gods that are worshiped with true piety and devotion. Worship of The Lady of Fortune is incredibly commonplace in Khavica.

Foreign Relations

Generally speaking, Khavica has few friends. Even Ballardan, one of its two declared allies, views Khavica's actions with a deep concern. Khavica's strange friendship with the mage princes of the Zhathair Enclave largely stems from trade-- and not nosing in on the other's dealings.

Trade & Transport

Money flows in and out of Khavica like no other country. It receives a great deal of goods from Uthmar and Ballardan on their way past the Heartlands to Northern Lamera. It considers Emberfell and Kemendira its trade rivals. Thanks to its vast wealth and the amount of import that is placed upon smooth and efficient trade, merchant companies, often run by wealthy families or houses, hold a great deal of the power in Khavica, so much so that they could compete with more traditional political forces in the country. While trade is definitely profitable in Khavica the nation's lifeline of commerce is constantly under threat from the tribes of steppe people and humanoids of the Heartlands to the north.

Legislative Body
Following the signing of the Guildpact, Khavica's legislative body is formed by the [Guild Council]. Every guild master has a seat and vote upon this council. The Guild Council oft suffers from the same problems of the former ruling body, the Merchant Lords, insomuch as they seldom seem to be in agreeance on anything that doesn't benefit them.
Executive Body
Ruling Guild Master Teodora Malé serves as Khavica's executive body and often steps in break the political deadlock of the Guild Council. She is assisted by a cabinet which she appoints in carrying out her rulings. While there are limitations on what she can do via the Guildpact, there has been little prolonged resistance to any decree or actions she has taken as such.
