Judgment

Judgment is an oddity among oddities. A villainous nightmare that appeared out of nowhere. A leader of a cult worshipping Wishgranter as a god, and Judgment as his messiah and a lesser deity in her own right. She changed from a no-name to something stalking heroes and the government members in their sleep during the Liberation Festival, when the forces deployed by the Ascending Path, her religious organization, were instrumental to the success of the VIllain Alliance of America.   Today, her actual endgoals are an enigma to everyone, from other villains to the superheroes, with all governmental agencies in the middle. She has mostly disappeared from the public view following the Liberation Festival and her declaration of a holy war against the US Government.

Physical Description

General Physical Condition

Appears to be a limited shapeshifter, a fact clearly inherited from her father through a mean unknown. Unlike in his case, her possession of de facto two individualities doesn't appear to be causing significant health issues.   She can switch between three forms. The one of an approximately twelve years old girl (that she uses mostly for combat situations, as befitting a 'magical girl' supervillain, while also banking on reluctance of some heroes to hit a child), the one of her natural, nineteen years old self (used mostly for civilian purposes) and the official 'godlike' form, that she uses mostly for religious ceremonies of the Ascending Path.

Body Features

In her combat and civilian forms she has long, black hair, and skin on the paler side of things. Her godlike form is that of a towering woman with hair the colours of stars, abyss instead of eyes and a robe of gold and white.

Special abilities

Her individuality is called Divinity. Judgment perceives the individualities differently than normal humans do. For her they are sounds, to be replicated - together with its effects. This makes her potentially able to 'learn' hundreds of individualities, making her potentially invincible.   It's even worse because she is capable of altering individualities of other people on touch (by changing the way they 'sound'), although she is mostly hiding that ability from the world, hiding it under a guise of religious ceremonies of her cult.   It's EVEN WORSE because she can also remix sounds of multiple individualities into a completely new song, a fact that at this point makes her into possibly the most powerful individuality holder in the world (maybe aside from Captain Patriotic).   There are, however, several limitations to her power. She can only activate a single song at once. It's also slower and less flexible than the original - she can borrow the notes of a fire individuality, but the result will be a single attack that she copied, and that - if it was supposed to be guided by its user with their thoughts - will lack certain properties.   Worst of all, experimenting with creation of new songs is dangerous (she can easily miss some notes and for example get fire individuality without a fire-resistance), forcing her to limit herself to a relatively small number of individualities. She is also vulnerable to being surprised (can make her miss a note in her present song) or simply forgetting one or more songs if she didn't practiced them recently.

Apparel & Accessories

Wears an outfit resembling that of some particularly grim magical girl, including a staff ending with skull and some rather frilly, black clothes with some red highlights. In her godlike form she is instead wearing a magnificent robe of white and gold.

Mental characteristics

Personal history

Secretly to the world at large, she was born as a part of Archvile's neverending quest to cause Invincible as much pain as he could, especially if it included killing him in the process. Archvile had his wife murdered, while obtaining a significant amount of her blood. He then had the Doctor use said blood (and the DNA inside) to create ovums that he then had fertilized - with his own sperm.   The result of that was birth of both Judgment and her brother, Nemesis. Both of them were brought up in a way that was supposed to shape them into potential villains... before granted individualities by their father, ones perfectly tailored to fit their 'designed' identities.   Archvile was fully expecting the war with Invicible to last long enough for them to grow up. And even if it didn't, he'd still have the last laugh over his nemesis. Truly, a foolproof - and utterly evil - plan.   His plans went sideways when both of his children developed powerful individualities on their own, and very powerful ones at that. He continue bringing them up, doing his utmost to push them into villainy.   His plans ended with complete success... to a degree much larger than he expected. Judgment and Nemesis grew up to be villains, but thanks to their friendship with their half-brother Revenant, they ended up realizing the degree of manipulation Archvile was putting them under, and how they were being used as toys by him the whole life.   Nemesis and Judgment promptly left Archvile to die when Invincible located his hideout, before leaving to strike out lives for themselves. Judgment ended up establishing a religion dedicated to herself - how much of that was a genuine god complex and how much it was her hating the concept of being reigned over by anyone (and who would try to reign over their god?) is anyone's guess.   She ended up joining Revenant for reasons currently unknown, making an official coming-out as a villain and committing the assets of her religious organization to Villain Alliance of America's ongoing war effort against the US Government. She participated in the Liberation Festival attack, during which she officially announced her religion's equivalent of a holy war against the US Government.

Mental Trauma

Her treatment at the hands of Archvile led to her becoming EXTREMELY distrustful towards almost anyone that ISN'T one of her cultists (and typically higher ranked ones, too). It is unknown if she is actually ready to trust anyone but Revenant and Nemesis, but when faced by anyone else, she will always expect foul play.   You can also expect her to react badly when she decides that she was being manipulated in any way, shape and form.

Intellectual Characteristics

Highly intelligent and well-educated. Isn't exactly a mastermind, but is a reasonably good planner that leaves the execution of the plan to those she deems as better tacticians than she is (she has several of those in her retinue, especially Blackwing. Is often described as 'aloof' and 'socially awkward'.

Morality & Philosophy

At this point appears to either be a very good actress or is genuinely buying her own claims of godhood. This way or another, she considers whatever she does to be an objective good, in that she, as a deity, cannot be wrong in a manners of morality. This leads to a very dangerous state in which she could easily justify close to everything - thankfully she is kept mostly grounded by her exalted, who mostly lack both benevolence and malevolence.   As a result she tends to act disinterest in acts of evil that aren't directly connected to her current goal, and has occassional 'pet the dog' moments in which she does something genuinely benevolent on a whim (while almost never doing something malevolent on a similar whim).

Savvies & Ineptitudes

Strengths
Incredibly powerful individuality resulting in her becoming something akin to a walking nuke, capable - in correct circumstances - of annihilating a small army on her own. Also her ability to alter individualities (AND create new) led to her developing ability to ascend people into something akin to a living individuality, creating her a fanatically zealous inner court that can't even really die.
 
Weaknesses
Emotionally vulnerable, her individuality is also one that can be countered when someone manages to decipher how exactly it works (a big part why she is applying all the religious trappings to it, to muddle the waters significantly).
