Nemesis

Nemesis was the most infamous of the new generation of villains that arose during the brief interim between the First Villain War and the Second VIllain War. While he was eventually overshadowed by the rise of Revenant and Judgment, he remains a high profile villain and an auxilliary member of the Villain Alliance of America.   He enjoys the fact that he was overshadowed by them, as it allows him a much more free reign, with the attention of the police and the heroes focused on the more 'dangerous' supervillains, allowing Nemesis and his Court of Numbers launch numerous high profile heists.

Physical Description

General Physical Condition

Appears to be a limited shapeshifter, like his sister Judgment. Unlike her, he appears to be capable of free shapeshifting, although one that's only limited to some surface changes. Whatever he does, he remains lithe and short, a fact that he sometimes used to leave a crime scene while pretending to be a child caught in the crossfire. He can, however, change his face freely.

Special abilities

His individuality is called Status Condition. It allows him to bestow various status conditions (through vocal commands) to every person he touched during the past hour. The only requirements are the target being able to hear his vocal command (even if they are unconscious - it just has to be loud enough for them to be withing their hearing range). I   f there are more than one 'connected' people in the hearing rage, he has to specify who is the target (even by something as simple as 'YOU!'), or it will influence everyone.   The status condition can be positive and negative. Strong and Weak. Poisoned/Healthy. Calm/Berserked. Certain more powerful states appear to have a time limit (like Imperceptible or Invincible, typically a few minutes long).   His probably most powerful state is Gullible, allowing him to easily persuade someone permanently into something (although theoretically it can be untangled later on in special circumstances - such as being confronted with powerful arguments to the contrary).   He is capable of granting a status to himself, which makes him a surprisingly vicious in close quarters (although he typically uses that to disengage from a fight he thinks is going to end up badly).

Apparel & Accessories

He is normally wearing a colourful shirt with its collar upturned, a black waistcoat, a balaclava with a hole for his mouth and a mask over it and a hat (design is changing occassionaly). He is sometimes also carrying around a cane, that doubles as a close-quarters weapon.

Specialized Equipment

Expect him to always have a lot of gadgets on himself, starting from lockpicks and ending at smoke grenades and flashbangs.

Personal history

Secretly to the world at large, he was born as a part of Archvile's neverending quest to cause Invincible as much pain as he could, especially if it included killing him in the process. Archvile had his wife murdered, while obtaining a significant amount of her blood. He then had the Doctor use said blood (and the DNA inside) to create ovums that he then had fertilized - with his own sperm. The result of that was birth of both Nemesis and his sister, Judgment. Both of them were brought up in a way that was supposed to shape them into potential villains... before granted individualities by their father, ones perfectly tailored to fit their 'designed' identities.   Archvile was fully expecting the war with Invicible to last long enough for them to grow up. And even if it didn't, he'd still have the last laugh over his nemesis. Truly, a foolproof - and utterly evil - plan. His plans went sideways when both of his children developed powerful individualities on their own, and very powerful ones at that. He continue bringing them up, doing his utmost to push them into villainy.   His plans ended with complete success... to a degree much larger than he expected. Judgment and Nemesis grew up to be villains, but thanks to their friendship with their half-brother Revenant, they ended up realizing the degree of manipulation Archvile was putting them under, and how they were being used as toys by him the whole life.   Nemesis and Judgment promptly left Archvile to die when Invincible located his hideout, before leaving to strike out lives for themselves. Nemesis began to organize and unify higher profile robbers and thieves, focusing on those who were attempting to do their heist in a way as bloodless as possible. The result of that was the birth of a Court of Numbers, a sort of 'trade union' of the famous thieves and the members of their crews from across the United States.   He didn't join Revenant during his Liberation Festival attack directly, however he did spur several of his subsidiary crews into heists that happened right before it, having a number of superheroes moved to a position where they couldn't attempt to intervene in the Festival in time. As a result, he is suspected by the government to be connected to the Villain Alliance of America, although not as an official member.

Mental Trauma

While not to the same degree as Judgment, Nemesis was severely impacted by his upbringing. Unlike her 'A God Am I' tendencies, Nemesis appears to hate the idea of being restrained by someone or following anyone's orders. He is open to cooperation, and he MIGHT follow said orders, but only if he genuinely agreed to them and if they are PROPOSITIONS rather than actual instructions.

Intellectual Characteristics

Creative, intelligent, a clear mastermind material. More of a masterful tactician (especially when his individuality is involved) than a strategist - in order words, a great planner of heists (almost unbelievably so for his age), but not someone to plan a war against a government or a campaign of crime supposed to be a part of a greater whole. He is also incredibly intelligent as a whole.

Morality & Philosophy

Nemesis is the most unfettered of the three siblings, being the most disinterested in following the laws of the 'normal' world. He is a law unto himself, and appears to be completely apathetic to the concept of property law. He sees nothing questionable in stealing from others, although he only focuses on the wealthy who are a better 'sport'. He tends to throw the money at the poor post-heist mostly out of the fact that he also desires public recognition (he wants to be famous, in short).   He isn't actively malevolent, and he abhors violence that he is trying to avoid whenever possible.

Strengths
Young but extremely intelligent criminal mastermind, that can use his skills in shapeshifting and acting to fool almost everyone and possess a powerful support individuality that can massively boost his allies. That, together with his intellect, can easily make even weak thugs into extremely dangerous combatants.
 
Weaknesses
Surprisingly good in melee, but not THAT good - unless he uses his power on himself, he'll lose to a lot of actually experienced combatants, even if they lack individualities on their own. He is also VERY squishy when not under some strengthening status.

As a result of having to refer to himself in third person to activate his power, he ended up quite commonly refer to himself in the third person.
