Court of Numbers

Court of Numbers is an oddity on an international scale, to a level comparable to the House of Red. Never in the world has an organization of this scale dedicated to the act of villainous thiever arose. Today most of the truly competent robbers (the type to break into a bank vault without taking anyone hostage, or steal art pieces from a museum) in United States owe their fealty to the Court of Numbers.   It's, in a way, a small world on a microscale, with its own (slightly unique) culture, offering support (in terms of hireable helpers, contacts with proper fences and so on), led by one of the most dangerous (if typically underestimated) supervillains in the country.

Structure

The exact details of the Court's organizational structure are unknown to the world. There isn't a lot of that to be honest - Court is more of an interconnected network of fences, thief-villains, people capable of providing them with proper tools and equipment, etc. etc.   The one person who truly knows the whole structure is Nemesis and his innermost circle of advisors. However to actually locate him to ask is something that the heroes have consistently failed at thus far.   All villain members of the Court Numbers are granted a number. The lower it is, the higher you are in the Court's hierarchy (Nemesis is, naturally, number one). Your position in the Court of Numbers depends on how much you've stolen, Nemesis judging your performance and keeping tracks of points you earned (you can expect him to detract a lot of them for unrelated people being injured or killed in the process).

History

Nemesis began to assemble his organization during the First Villain War, taking advantage of Archvile's contacts. Following the old dark lord's death, Nemesis focused on establishing the Court of Numbers further, devouring a significant part of former Villain Academy's assets.
