Annabelle is a student in the The All-Races Classroom. She is a Half-Dark Elf-Human, who lived with her father in South City, before moving in with her maternal Aunt and Uncle in Mid City (in order to attend the All-Races Classroom with her best friend Brooke).
Annabelle's mother was a Human, as are her maternal Aunt, Uncle, and cousins. They don't recognise that Annabelle is Half-Dark Elf. Her mother married her father when they were young, and their family weren't too impressed that they quickly moved south (it didn't stop them from visiting and the like whenever they had a chance though, thus Annabelle knows her Aunt and Uncle well enough).
Partly the reason for the move was so that her father didn't have to let the rest of the family know he was a Dark Elf. In fact, Annabelle's mother may not have known if he was fully a Dark Elf himself, or just a Half-Dark Elf. Dark Elves don't have the best reputation, though that is more to do with the Forest Elves snubbing them than them actually 'being bad'. They often interact with Humans (original and Dwarven) so it wasn't that he had to hide his racial traits, but more so that he wanted to hide his own family. He would have eventually revealed everything to Annabelle's mother, except she died when Annabelle was about 4 or 5.
Annabelle stayed with her father, though he was filled with grief and unsure how to look after her properly, often forgetting she was there. Annabelle was ok with this, as she soon found Brooke and they enjoyed making mischief. Her father soon figured out how much he still needed to look after her, and learnt to do so.
Annabelle's father works for his friend's company (a small logistics company). They work with the Mermaids, and they help sell the Mermaid wares across Turien (or are one of the chains that go between them all). Basically, their company works between other companies and the Mermaids, they receive the requests from across Turien and the Mermaids supply. Their company also delivers the products etc, whatever the 'products' may be. Thus, having a Mermaid friend for his daughter isn't a bad thing.
Many people come to see Annabelle's father. And she, in turn, gets to meet a lot of them. Especially a few years after her mother dies, there are many female acquaintances of her father that she meets. Including a lady named Candula from Passing Time, who asks for raw minerals from the Mermaids, as well as a registry of any human male child. The male child registry is hard as the Mermaids have no reason to let know whom they birth, especially if it is a Human child. They could be anywhere in Turien, yet there is often a number found in South City. Thus, they ask for the knowledge of any Half-Mermaid-Human child in South City.
After Brooke's brother died, Annabelle had more time on her hands to watch what her father was doing, and interact with who he was meeting. Candula, at least part Dark Elf herself, saw Annabelle as similar to her younger self (though probably it was just that she was bored and arrogant, and Annabelle had the same colour hair as her, though Candula wore her hair shorter, straighter, and in a bun (or just cut really short) - maybe at first it was Annabelle who cut her bun into short hair, then Candula magic phased it neatly, and Annabelle started to follow her after that, wanting to learn more. So Candula taught her how to 'improve' her phase transformations. And then Annabelle 'sat in' on Candula on the phone with her organisation (phased into the shadows - in a half phase form). Thus she heard secrets. And then she asked Candula (or exclaimed or made a noise while phasing forms or something - so Candula used Annabelle to work for her (at first under threat, but Annabelle enjoyed it as it fit in with her mischief).
At first, it was just a game. Annabelle was much better at finding Mermaid-born children in the city than her father was, and over the next few years, became a sort of informant for the Organisation. Half phase form is actually really dangerous, however, many assassin types use it to sneak around unnoticed (provided there are no Fairies to feel the magic).
Living in Mid City
Her Aunt and Uncle have a son, who is living at the university (or, two sons, but one is already off and married). Thus, Annabelle and Brooke get their bedrooms, though one (the son's room who is already married) has been changed for Annabelle, and the other son's room is lent to Brooke, but not changed (so their son can come during the holidays, etc). At these times, Brooke either bunks with Annabelle or goes lives with her brother Davii. Brooke is saving up her own apartment, which she gets somewhere between 6 months to a year after moving to Mid City.Family

Motivation
Annabelle followed her best friend Brooke Williams into the All-Races Classroom. Although she is the only student who was not scouted by Steve Brown, there was no reason that the Council knew of to not let her in. They should have searched deeper. Any instance of keeping the classroom hidden from those who would rather eradicate Humans (or just prevent the creation of the Inter-racial Research Team was dashed as soon as Annabelle let her father tell his contacts of the plan.
