Liberty State is the oldest state and is home to the largest Ventrue and Invictus groupings. It is run in a highly traditional manner by the Governor Philippe Williams, who places tight restrictions on hunting and havens. His sheriff, Sigurd Vynne, is ruthless in his vigilance, maintaining every law, no matter how minor.
The state is marked by political intrigue and scheming, with alliances being formed and broken nightly.
State Laws
Kindred may hunt only in areas in which they have been given direct permission.
Havens may be established only with direct permission.
Disciplines may only be used by kindred with established havens in the district.
Philadelphia
Liberty State contains the kine district of Center City. Center City includes the central business district and central neighborhoods of Philadelphia, in the U.S. state of Pennsylvania. It comprises the area that made up the City of Philadelphia prior to the Act of Consolidation, 1854 which extended the city borders to be coterminous with Philadelphia County. Greater Center City has grown into the second-most populated downtown area in the United States, after Midtown Manhattan in New York City, with an estimated 183,240 residents in 2015.
