Shadow Republic

Ruled by a self-styled philosopher and teacher of the Carthian Movement, Murray State is beholden to the philosophy of "Each to their own". Governor Frederick King makes no laws other than those of the Shadow Republic.
The sheriff, Caius, is renowned for being about as interested in debating law as he is in arresting any criminal, making for some hugely peculiar scenes following breaches of law.

Feeding: All kindred may feed on any unclaimed territory.
Havens: Havens may be established, if notice is given to the Governor.
Disciplines: No restrictions save the laws of the Shadow Republic.

Murray State incorporates the district of Western Philadelphia. The eastern side of West Philadelphia is also known as University City.
