Bella Vista State
Shadow Republic
Bella Vista State is given to Silvia Mezzanti, who has made it into the home of the Mezzanti family. She retains a somewhat lax control of the region, demanding only that inhabitants do not feed on the territory given to others and that the laws of the Republic are kept. Though nominally an area controlled by the Invictus, the state is home to kindred of all clans and Covenants.
The Sheriff, Bernard Mezzanti, is well known for deploying walking dead in the execution of his duties, in the rare occasions where he needs to make a show of force.

Feeding: All kindred may feed on any unclaimed territory.
Havens: Havens may be established, if notice is given to the Governor.
Disciplines: No restrictions save the laws of the Shadow Republic.
Philadelphia
Bella Vista State contains South Philadelphia, nicknamed South Philly, is the section of Philadelphia bounded by South Street to the north, the Delaware River to the east and south, and the Schuylkill River to the west. A diverse community, South Philadelphia is especially known for its large Italian American population, but also contains large Irish American and African American populations.
