Shadow Republic
Ruled by a Monique Foucault, Fairmount State has an exceptional focus on the maintenance of the kine in the district. Protecting them and improving on their mortal lives has been a priority for the Governor as long as she has ruled. Officially, this is to cater to the Ventrues' particular tastes and for the sake of the masquerade. Unofficially, this state has allowed many of the kindred inhabiting it to hold on to a little more of their humanity, the laws and cultures of it keeping them from performing the casual acts of cruelty many kindred falls to.
The sheriff, Xiao, is particularly ruthless in hunting down those who unnecessarily harms kine, to the extent that some worry that kine have more protection than Kindred in the Lower Northern State.
State Laws
Feeding: Kindred may not kill when feeding. No kindred may forcefully feed.
Havens: Havens may be established, only on agreement with the governor.
Disciplines: Use of disciplines on kine are regarded as equal to use on kindred.
Kine: Kine may not be harmed without necessity.
Philadelphia
Fairmount State contains the Lower North Philadelphia district. Lower North Philadelphia is a section of Philadelphia, Pennsylvania, that is immediately north of Center City and below Upper North Philadelphia and can be described as a section of Philadelphia that was designated as a "Model City" target, that has overcome poverty and blight through key developments and a recipient of a federal funded program in 1966 to improve the neighborhood and extend the Center City district north of City Hall. It also contains the Lower North Philadelphia Speculative Housing Historic District along Cecil B. Moore Avenue.
Lower North Philadelphia consists of the Brewerytown, Cecil B. Moore, Cabot, Fairhill, Francisville, Hartranft, Ludlow, North Central, Sharswood, Spring Garden, South Lehigh, Stanton, Strawberry Mansion, Yorktown, Fairmount, and Northern Liberties neighborhoods.
