The second brother of Jozef Volksmann and one of those who managed to stay in Jozef's good grace, by not joining the wrong faction of the family, like Siegfried Volksmann did. And as a reward, Isaac became CEO of Dioscuri Tech when Volksmann Enterprises bought that company.

Isaac isn't quite as thin and gaunt as Jozef, and with a healthier complexion, but there's still no mistake that their brothers. Isaac also has pretty much the same underworld affiliations as his older brother, though he's not as high up in the hierarchy.
