Judicate of Nuragia

The Judicate of Nuragia is a star state in the Outer Systems, and a member of the Outer Systems Alliance. Nuragia is known for its unique government system, which has been described as an anarcho-monarchy, and is partly based on the Sardinian judicates of Earth's medieval period. It is ruled by a Sovereign Judge, who acts similarly to a monarch, but is capable of being peacefully dethroned by popular decree. The Judge is elected for life by a council of representatives called the Crown of the Realm. These representatives, called Lesser Judges, are elected by local communities, and given a number of votes in the Crown equal to the number of their constituents. Within the Judicate, the Soveriegn Judge is the ultimate authority with regard to matters of both governance and law, but is expected to only use his or her power when absolutely necessary. Most disputes are expected to be handled at the local level, with Lesser Judges only becoming involved when absolutely necessary. Should Lesser Judges be unable to resolve a given situation, they may turn to other Lesser Judges for assistance, or in dire circumstances resort to petitioning the Sovereign Judge or the Crown of the Realm for aid. Nuragia's political system has been criticised for excessive devolution, and been described by some as inadequate for the governing of an entire star system. It has, however, attracted many immigrants desiring minimal government oversight, and created a close bond with the neighbouring United Colonies of Columbia. Nuragia is also known for its close ties to the Apostolic Church, and houses the seat of the Patriarch of New Cagliari, primate of the Nuragian Extrasolar Church, the largest Apostolic rite within the Outer Systems. Although clerics are forbidden from holding political office by the pope, dispensation was granted by the Nuragian patriarch to allow priests and bishops to become Lesser Judges (and theoretically Sovereign Judge).
