Confederation of Tinia
The Confederation of Tinia is a star state within the Sanctuary system. The majority of its 70 million citizens reside on the 37 self-governing moons of the planet Tinia, none of which are habitable. Although the habitable world Paradiso is nominally within Tinian Space, the United Leagues of Earth, maintain an exclusion zone around it, preventing its colonisation, and stopping any ships from travelling past the Palisade asteroid belt. The exclusion zone exists to protect the native flora and fauna of Paradiso, in particular one species which is considered near-sapient. The existence of the exclusion zone, combined with poor living standards in the system, has caused Human Supremacism to become the dominant ideology of Tinian politics, shifting anger away from the ruling elites and toward Earth, and more recently the Mperi.
Although the ULE provides compensation to Tinia for the presence of the exclusion zone, and the automated defences within it, the Confederation remains extremely poor, and suffers from significant wealth disparity and corruption. It has been reported by watchdog groups that as much as 95% of the aid provided by Earth is retained by the oligarchs of Tinia for personal use, preventing much economic growth from ocurring in the system. It is estimated that as much as 50% of the Tinian GDP is made up of aid from Earth, with the remainder primarily comprised of small-scale mining and simple manufacturing industries. Crime is rampant through the system, and government officials have been known to commonly cooperate with organised crime.
The government resides on the planet Turms, which itself has a population of under a million. The governors of each moon form the Confederation's senate, and they elect a president from among themselves. Governors are nominally elected by the citizenry, but in reality they are all but chosen by wealthy elites and crime bosses. Tinia lacks a significant navy, relying on the Outer Systems Alliance and the local ULE defences for protection.
