Wizards are one of the seven mortal races. They have the strongest magic out of all the mortal beeings. Therefore it is them the devil puts most of his strengh against to keep them away from the fights during the great demonwar.
Altough they could have simply ruled over the other races by force and even were asked to do so by some members of the elven races they draw back from all other races early on to spend there time acquiring more knowledge and wisdom.
