The rune structure that is on the standard issue piece for the workers, works in the effect that an audible sound that resonates in an opposite frequency to the magic around it, zero-sums the effect the holder wants to deactivate. It's range is now limited to just what the holder is looking at. The bell needs to be held in the hand and rung while looking at a target. In the same way that one would use Candle Shot, the intent of the worker is now needed to operate the device.  
Runes of Sound, Memory, Vibration, and Stillness are carved into the surface of the metal.

Manufacturing process

The bell is cast, which the cast is filled with the molten metal and allowed to cool. After the bell has cooled the runes are etched into the metal and filled with the crushed gem. The artificer then suffused the gem encrusted rune with power, allowing the magic to take the meaning of the rune structure. Where the magic with synergize with all runes on the bell, taking on a greater than the sum of the parts effect. Runes of Sound, Memory, Vibration, and Stillness read together in this manner effectively read as "With this sound, the memory of this frequency will still."   
However, the rune structure used on the original bell reads as "By the order of the Quartet, the Song will end."

History

Khamere had been working on a device to help with the production of the artillery projects for King Berthelot and the Galus military. There were many problems arising from the the mass production of the weaponry, rune structures not being copied exactly being the main problem in the various manufactories. Khamere began developing a device to ensure the safty of their workers.  
Problems aside, the incorrect rune structures being used had a few effects for the artillery that were both expected and unforseen for the factories. The effect of amplification causing workers to misfire the mechanics of the machines, various traits of the workers going awry. In an situation that cause one of the factories to shut down for a full week, where a worker mistranscribed the structure, the metal began to melt at an alarming rate. Setting fire to a section of the building, where the metal on the cannon wouldn't destroy itself. Leading to the cannon needing to extracted by a Wayfarer and dropped into the nearby bay until the runes could be destroyed.  
Khamere had decided that something easily produced to end the effects of the magic was a necessity. They had spent days working out a new structure that mimicked the silencing spells that A Domain of Air could produce. While they were successful in creating the item, what the Forgemaster did not foreseen was that what they made was entirely too powerful.  
The bell had the effect of ceasing all magic down to the power that flowed through the holder and the surrounding area. Leaving voids in reality, however briefly, this was an unacceptable level of cessation. The rune strutures were reworked to have a dulling effect rather than one of cessation. This version of the bell was produced enmass to hand out as standard equipment to every worker on the lines.  
A new policy having been enacted where any employee could ring the bell at anytime should they notice any issues with any of the artillery. Khamere having had quite the argument with their benefactors in the operation over the issues of safety and public image. Khamere arguing that they would never be able to keep any skilled workers for long if these issues kept cropping up.

Significance

While the original bell still exists, it is in the sole possession of The Forgemaster Khamere in their private collection. Though they had the realization that magic ran much deeper in the world than originally thought. As the bell created voids in reality, Khamere needed to contact someone who understood the runes on a deeper level. Gjorn was asked about the instability of the object.  
Gjorn had recognized a certain rune caved into the metal as the issue. A rune depicting what he called The Quartet. Though Gjorn was immidatly inflicted with Silenced Tongues curse after saying the phase outloud. The rune was recreated as a bastardization of the original rune. When Khamere had asked for the actual structure of it, Gjorn refused. Stating that the Queen would never allow that information to be passed to mortal hands willingly.  
Gjorn had gone on to tell the Forgemaster to hide the item in the most secure fashion possible. Though, did offer an explanation to why the bell had the effect it did: The Quartet had suffused the world with their power, the original sources of magic on the Great Tree. That a mistranscription of the rune would cause the world around it to zero-sum, as the magic would begin it's effect then cease as the intention of rune conflicted with reality. Causing a temporary blanking of anything made of magic around it. Because everything is made of the material the Quartet had made, everything is in effect, made of that same magic.  
This item is hidden away. Under many dozens of layers of protection, Khamere was certain that no one would be able to get their hands on the item. Though to this day Gjorn insists on The master handing the item over to him to be hidden away on a "different plane".

Raw materials & Components
The bell itself if made of a standard Bell Bronze, where the density of the metal has been tailored to resonate for an extended period of time. The handle being made of Oak wood and tin. The rune etchings are filled with crushed amythyst.
Tools
The metal is carved using a chisel, then the depression is filled with the crushed gem and an adhesive.
