Shark-looking monster, not a member of Morlocks or Blood Pack; he works for Rán. He has two human women assistants, "Rema" and "Mora", whom he calls "the Remoras". They will be a different 2 women every time he turns up. He looks like a bad King Shark copycat. Sometimes he wears golden torso armor that doesn't cover his kidney areas. Other times, he wears a skintight supersuit that fits him snugly up to just below his pectoral muscles. Heaven forfend that his enemies have any excuse for ignoring his Extremely Intimidating Sharky Nature.
 
Carcharo is a confident, brutal criminal and power seeker with many shark-like traits. For instance, he eats raw, unprepared fish. He is not a thug, however. He seems to see himself as a sort of modern Captain Nemo, living by his own rule and well-educated. He usually speaks in 1980s comic book Spanglish, as per the quotes.
Carcharo is a brutal, treacherous fighter. He also is ruthlessly ambitious and controlling. He will do anything to achieve something once he has a taste of it, much like the smell of blood will drive sharks into a frenzy.
Everybody is thoroughly expendable to him – he’s always entirely and selfishly focused on his current goal. However, one of his few weaknesses is that he seems to genuinely like his pet prehistoric sharks.
 
He got his shiny gold outfit handed to him by Wyldfire during the climax of TED-Meta and he did not fare too well against Killer Croc, either, despite having planned for that Great Showdown ever since Croc arrived at the resort.

His chest, the front of his neck, and his jaw are white. The rest of him is blue with red stripes.
 
A cityscape at night fills up the background of the image. Judging by the flare of white light at the bottom center, Carcharo may be standing in the middle of an intersection. If so, he has decided to ignore the oncoming traffic in favor of turning to look at the viewer. He has clenched one fist and splayed the other hand for maximum "scary" impression.
