High Council
The High Council is the executive branch of the Zelvan Council's government, it is the center of power of the central government and every decision of its leaders will have an impact on the whole Zelvan Council or, sometimes, even on the whole Alpha and Beta quadrant.
Structure
The High Council is headed by the President of the Council and brings together the various ministers who each head a ministry attached to a particular area as well as the Prime Minister. The High Council is the main executive body of the Zelvan Council and it is mainly these members who administer it. The Prime Minister is appointed by the President of the Council for his term of office, but like the ministers, it can be replaced in the event of a government reshuffle.
Presidency
Head of state, supreme head of the armed forces and representative of the Zelvan Council abroad. The President is in charge of the foreign affairs of the Zelvan Council, of constituting his government after his election and of determining the broad lines of his internal policy which he will then make apply by his government. He is elected by universal suffrage for a non-renewable twelve-year term.
Politic
The leader of the party at the General Assembly who identifies with the President generally obtains the post of Prime Minister. The ministers also come from the same party, however it should be noted that all this can vary from one election to another, particularly in the case of a coalition government. Head of government, the Prime Minister ensures the link between the Council and the President, he must also ensure that the policies of the President are carried out by the government.
Public Agenda
The purpose of the High Council is to ensure the proper functioning of the government of the Zelvan Council as well as of these different departments and agencies. The Prime Minister must also write the laws that will be proposed to the General Assembly and a more general role of ensuring the coherence of government.
Assets
The High Council has its headquarters located on Aahli in the town of Nazea, the capital of the Zelvan Council. It is used as the executive center of the Zelvan Council and hosts all organizations that are attached to the High Council like the Congress or the President of the Council's office.

A non-renewable twelve-year term---this could go well, or the other way---let's hope they have decent presidents, or it will be a long twelve years.
I know it may seem long, but you should know that if the President is really bad, he can be removed from office by a legislative process. Also, I think that with such a large territory, a much more complex government than today and longer administrative delays. All these factors mean that the duration of current mandates would be far too short for elected women to really be able to implement their policy. In addition, longer terms will force candidates to have a longer term vision, which the length of current terms does not encourage. Finally, the zelvans have a longer lifespan than humans, the vision of time is therefore different from ours, twelve years in a life is therefore shorter for them than for us.

Your response might be some good info for your article. It's interesting how bad elected officials are supposed to be removed from office and the process it takes. Also, would a disgraced elected official removed from public office in this universe cause minor or major conflicts among the territories? And for how long? Intriguing.
