Qualifications

To hold the position, the candidate must have been chosen to represent their caste during the preliminary selections. Except that, even if no official qualifications other than having finished their general school and complete a university degree are really required, political experience and a certain advancement in the personal career of the candidates is however generally appreciated by the electorate.

Requirements

To hold this position, candidates must be citizens of the Zelvan Council, meet the necessary qualifications, be of legal age, not be the subject of legal proceedings at the time of filing their candidacy, not have been convicted of a crime before applying and have no apparent conflict of interest with any individual, corporation or government.

Appointment

The first stage is the selection of candidates which is organized by the electoral commission consists of a vote where the members of each caste must vote for a candidate who has presented himself. The one who has the most votes becomes the representative of their caste in the final election which takes place in two rounds. During these, candidates must necessarily affiliate with a political party present at the General Assembly. To be able to submit their candidacy, the candidates must have collected one million sigantures before the vote and submit their candidacy to the electoral commission. The first round of the elections sees the ten candidates who have been chosen by the castes compete, the four having had the most votes go to the second round. The citizens of the Zelvan Council must vote one of the different candidates, the one with the most votes wins, it should be noted that the candidates during the two rounds must necessarily affiliate with a political party present at the General Assembly.

Duties

The President has a duty to respect the Council Charter, to discharge these responsibilities with integrity, to act in the interests of the citizens of the Zelvan Council as well as the ones of the state itself and to represent the Zelvan Council well during diplomatic visits. He also has a more general duty not to favor any caste during his mandate and especially the one to which he belongs to promote the social cohesion of the Zelvan Council.

Responsibilities

The President is responsible for dealing with the foreign policy of the Zelvan Council, acting as the supreme head of the armed forces, appointing members of the government who will then be approved or rejected by a vote in the General Assembly and appointing members of the High Court of Justice according to the suggestion of an independant commission with the approval of the Director of Federal Justice.

Grounds for Removal/Dismissal

The President of the Council can be removed from these functions if he is the subject of legal proceedings. In case the President is found guilty, he is permanently fired and if acquitted, he can return to his post to accomplish his tasks. Also, it can be the subject of a motion of no confidence which can be launched by a party at the General Assembly which must be put to the vote by the President of the Assembly. In the case it is accepted with 70% of the representatives vote in favor, the President is officially removed from office and a new election is launched.

It seems the President of the Council answers primarily to the Aristocrat caste before they answer to the people, at least that Is my understanding. And like any system of government, corruption is always on the horizon. So I can see how this system of government may have the potential to be a point of contention, especially if there are individuals who seek to push through personal agendas and seed the elections with a hand-picked candidate. (I've read many dramas with plots like this-- I love a corruption story where the bad guys get exposed for their wrongdoing in the end.)

I realized that I forgot to include an important element that allows the President to be impeached so I understand that you thought that, but it is not really the case. First, as the part I just added says, he must keep at least 40% support in the General Assembly to avoid being the subject of a motion of censure. Since the aristocratic caste is a minority group in the General Assembly, the President must therefore make alliances with other castes or parties to maintain a majority to stay in power and pass these bills. Moreover, since the parties generally have more representatives under their control than the castes as such, it is generally towards these that the presidents turn to have their majority.   The parties being from the lower castes which have more members compared to the higher castes which favor the divergences of point of view and tend more to vote according to the party than according to the caste. Finally, as in all electoral systems, the president must satisfy these voters so that the party to which he is affiliated does not lose seats during the legislative elections in the middle of mandates. All this means that even if the President is indeed from the aristocratic caste, he is far from being only influenced by it, since he must constantly juggle with the other political groups in the General Assembly. For corruption, it is of course present, but it is severely punished so that discourages politicians from practicing it, a unit specialized in anti-corruption is also in charge of fighting it.
