Leadership
The ministry is headed by the Minister of Homeland Security who is appointed by the President of the Council after his election for the duration of his mandate, the candidate comes from the party of the President at the General Assembly. The Minister appoints the Deputy Minister of Homeland Security when necessary since he is not linked to the electoral cycles. Again, when it's needed, it is then the deputy minister who designates the assistant deputy ministers directing the deputy ministries which are focus on particular topics within the ministry's jurisdiction.

Like all federal departments, many agencies or organizations depend on the Ministry of Homeland Security, all related to the field of internal security. The people who run these can be appointed by the Minister of Homeland Security himself or with a candidate chosen by an external actor depending on the level of independence required.
Public Agenda
The Ministry of Homeland Security aims to advise the President of the Council on all matters relating to internal security, provide the administration for the ministry itself, deal with certain elements in its jurisdiction which are not covered by its agencies or organizations and implement homeland security policies.

Like all Zelvan Council ministries, the headquarters of the Ministry of Homeland Security is on Aahli in the town of Nazea, which is the capital of the Zelvan Council. The same thing for the many agencies or organizations that depend on this ministry, which also have their headquarters there.
