Congress

The Congress is the upper house of the legislative branch of the Zelvan Council's government, this institution is crucial for the Zelvan Council, since it serves as a sort of guardian to avoid any authoritarian drift by the government by not respecting the constitution. Also, it serves to represent the castes of Zelvan society which are still important on a social level.

Leadership

The President of the Congress presides over the Congress, it takes charge of the procedures of the Assembly as well as ensures that they are respected, he appoints several important positions which are at the head of independent organization and directs the administrative apparatus of the legislative branch of government.

Composition

Made up of congressmen or congresswomen who represent a number of citizens of a particular caste, they are elected for ten-year terms by members of their castes with a maximum of two terms in their lifetime. The number of seats by caste is allocated by the electoral commission which calculates it according to the population of these within the Zelvan Council to avoid any preferential treatment for one caste.

Politic

Unlike the General Assembly, the castes here form the main political groups of the Congress. However, the focus is much less on politics due to its role, but rather to propose improvements on the bills that arrive in Congress.

Public Agenda

The Congress aims to approuve draft laws, verify their constitutionality, to have a supervisory role towards the government in general and to represent the castes which make up Zelvan society. Since castes still play a role, although less important than at one time, it was essential when creating the unified Zelvan government to represent them in one way or another.

Assets

The Congress occupies a building located on Aahli in the town of Nazea, the capital of the Zelvan Council where it sits. A major administrative center of the Zelvan Council, it houses a significant number of institutions attached to the legislative branch of government for its proper functioning.
