Tzar Gorokh IV is the king of the peas in the Glittering Valley of the Forest of Frost. He rules the Pea Kingdom, which had historically been locked in a perpetual conflict with the Mushroom Kingdom on the other side of the valley since the War of Mushrooms. Tzar Gorokh was convinced by the wise Witch Baboushka to end the war, in a Peas Summit with the Captain of the Mushroom Kingdom, Boris Mushroomcap.

With the culmination of the 500-year Mushroom War, Tzar Gorokh entered into a Peace Agreement with Boris Mushroomcap of Mushroom Kingdom. At the Peas Summit in the neutral valley, the witch Baboushka oversaw a deal where the Pea Kingdom would dwell in the treetops of the Spruce Trees that grow on the valley banks, while The Mushroom Kingdom would inhabit the base of the trees' stumps and roots. Since both sides have an obvious advantage (the Mushroom Kingdom has better access to the nutrient supplies, while the Pea Kingdom holds the higher ground), neither side is willing to attack and reignite the war.
