Barony of Highwall

Lord Baron Lander strode across the cold stone floor and begun to thumb through one of his books resting on the dark wood table in the library, his eye darting and searching for some answer or meaning. "it has been too long since we've seen the likes of Hobgoblins. I will not have them ravage my lands like they did in the old days." Lander timidly set the brown leather bound book back down on the table. He turned to Blath quietly sitting in one of the leather chairs Lander's Great Grandfather had made in Corseana by a local craftsman years ago. "I am afraid we haven't the men to push them out." Blath replied softly, as if he was playing out each individual battle in his mind. "Even if we pull all our troops to this incursion, another Baron will see opportunity in it, and strike swiftly." Lander added. Lander moved closer to the fire slowly dyeing in the hearth, turning his back to Blath as he watched the flames flicker down. "Perhaps there is a savior, something that hasn't been used in centuries" the coldness of Lander's voice struck Blath's ears and stirred uneasily in his soul. For the moment the two men were silent letting the weight of what Lander said settle on their minds. "It would be madness to try." Blath finally replied. "It would mean death if we didn't" Lander said curtly. "And I can not allow what my ancestors built wash away into the books of history" Lander turned from the fire which had held his gaze looking into the dark brown eyes of Blath. "Find us someone to at least try Blath, someone brave enough to go to Shala' Mar."

Structure

Highwall Barony is governed by Landar Hornraven (Lord Baron), who appoints mayors for each individual village or town. Mayor's in turn select a council or Circle as it is commonly know, who help enforce the laws handed down by the King of Mundeen. Several Guild Masters help run the Mayor's Circle in Highwall itself and have great influence regarding the Lord Baron.

Public Agenda

The Barony of Highwall strives to defend against any invaders to the kingdom, and supports the King and other Royals in contributing a fief to those directly above. Landar Hornraven strives to keep the peace within the Barony and contributes to the welfare of his subjects by building up infrastructure with in the villages, and maintaining good relations with the neighboring Baronies within the Kingdom.

Assets

Highwall is flush with wealth as Merchant Trade passes through the town itself, helping to enrich the central market in the town. The Barony owns several silver mines, Stables, a large Loom house and several smaller Loom houses throughout the outlying villages. Stock of the finest horses in the Barony can be found at the stables located in the Highwall Manor and in the neighboring villages of East Village and Candar Hill. Town Guards and local Sheriffs help police the town and villages, as well as each location has militia that can be called up in times of need. Highwall itself holds the Lord Baron's Manor house which is a sprawling 10 Acre location, featuring gardens, stables, guest houses, servant houses, blacksmith and small forge, Large Loom house, militia training grounds and barracks for the town guards. Highwall is the only location to have towering wall which include 4 towers and battlements, two gatehouses with portcullis and large oak doors. Highwall and most larger villages support sewers and paved roads. Highwall itself houses the main Council Hall located off the central square, and well as a large market place where trading and selling of goods happens almost all year round. Large graineries sit outside of town and are filled and used for storage.

History

Founded in 02 AR the Barony of Highwall has had a long history of what most would consider fair and just rulers. There are some points along its 1300 plus year history where either kings or the Lord Baron's themselves have treated their subjects in a self serving manner. Several Baron's have been disposed by villagers uprising and killing the Baron, or simply running him out of the Barony. Highwall keeps a record of every single Baron going back to the founding of the town in 02 AR, and the Baron's custodian which runs his private library is responsible for recording events of note in the book (which is now actually several volumes thick).

90% Human, 6% Half Elf, 2% Dwarf, 2% Wood Elf

Foreign Relations

Highwall maintains loyality to the crown and has stayed out of political turmoil between the feuding Baronies of the Kingdom. The Lord Baron maintains the trade which flows from Highwall to Corseana with the help of the King and the Redcloaks. Most of the surrounding Baronies have not pushed for control of Higwall due to this fact, but are becoming restless to siege power. The Lord Baron has open talks with the surrounding Baronies to ensure that war does not come to Highwall.

    One of the few quiet Baronies left in Mundeen. Lord Baron Lander's loyalty to the King remains and the citizens live in relative peace throughout the Barony. Recently the Lord Baron has struggled from forces that have crept in from the surrounding Baronies disguised as Bandits or hired mercenary Hobgoblins.

Legislative Body
Most of the laws are passed down from the king to the other Baronies. Each Barony has its set of local laws as well created by the Lord Baron and the council who advise the Lord Baron on political and econimical matters.
Judicial Body
Typical the council handles small and unimportant matters between citizens and the local guards. Major cases are pleaded to the Lord Baron who is the final judge in all matters within the Barony. Local guards are responsible for keeping the peace in each town or village and a dungeon in Highwall provides cell and holding areas for those awaiting trial, or are sentence to prision terms.
