Leviton

Located on the northeastern coast of Candovia, Leviton is an extremely long-lived city for multiple reasons. First, it’s location is not particularly coveted for natural resources or any strategic value; second, it has a city core that protects it; and third, it is home to the first and most prestigious masters school, Wincraft Masters School.  

History

Leviton was built in part to hold the Wincraft Masters School, which was the vision of Simon Wincraft. The Wincrafts were an extremely wealthy family of quickeners, and Simon believed that more people should have the opportunity to become quickeners as well as excel in other advanced adimus-based careers.   At the time, when a person finished their mentus education and became an adult, it was up to them to find a mentor to advance further, whether it be to become a mind mage, master quickening, or excel in a channeler-based craft. Simon wanted to develop a formal school that would teach these and other advanced skills using a proven curriculum. This was due to the fact that many untrained quickeners, desperate to break into the field, were having life-threatening accidents. Quickening was still fairly new and could be extremely dangerous if attempted by novices.   Simon realized that if quickening was to gain widespread popularity and trust, a standard needed to be put in place for educating new quickeners. Other scholars and masters in adimus-based abilities joined him in this endeavor, latching onto his vision of what would soon be known as a “masters school.” It would be the first of its kind to formally teach advanced level mentus including quickening, channeling, and mind mage advancement.   Instead of building the school in his hometown of Sandworth, Simon found a dead town in the northeast corner of Candovia. The town was known as Jarvstive and used to be a vibrant port town but had died out almost a millennium ago due to more favorable ports appearing further south. Jarvstive was also in an area with no distinct natural resources. It was not near any quartz deposits or any of the great forests making it an undesirable location once the port shut down.   Simon and his colleagues decided to take over and rebuild the dead town, renaming it Leviton. They then discovered that the town had a dormant city core beneath it, so they commissioned dozens of mentant-engineers, including a few elves, to help restore it to working order, giving the city a form of protection as well.   They built the Wincraft Masters School at the center of the city and started promoting it around the world. As the school became more popular, people began migrating to the city of Leviton for more than just an opportunity to study at the school, and Leviton started to naturally grow and flourish. Over time, the city gained popularity as an esteemed location of some of the greatest minds in the world. It was also home to some of the top mentant engineers and continued to retain its prestige for nearly a century until Acumen began to outshine the city in engineering prowess. Still, Leviton remains a highly revered academic city and has avoided attack for its entire existence.  

Government and Politics

Leviton is a demarchy, meaning that the chief governing body is randomly selected. The city is run by the Leadership Council, a group of twelve people who have a set term of ten years. Its members are selected at random by the city core. Once they take office, the council then votes on a council chief who maintains that position for the entire ten-year term. The council votes on legislation and city policy at a macro level and is responsible for hiring the managers of the various departments that run the city government and public resources.   Every two years, the citizens of Leviton vote on whether or not to maintain the council or replace one or more of its members that are deemed unfit for whatever reason. If one or more council members are deemed unfit, the core randomly selects replacements to fill in for the remainder of term. In cases where the council chief is voted out, the council votes in a new chief.   In the nineth year of the term, the core selects the twelve new council members who train under the existing council for one year until it is their turn to become the presiding council, allowing for a smooth transition. Council members are selected only from registered citizens who hold a masters degree of some kind and have lived in the city for at least three years. Citizens may serve multiple council terms but there are always at least fifty years between terms. Former council members who were previously deemed unfit are excluded from future pools and also have their citizenship revoked.
