DECTA

The beginning of the beginning

Written by Sylvia Sunshard

"DECTA (short for the Defensive East Continental Treaty Accord) is the dominant political faction on Jeslore. It is an alliance that represents the most powerful continents and their countries. It is a complicated organization that transfers soldiers from local militaries into the peacemakers and retaliates against aggressors when they attack member countries. In fact, while DECTA claims to represent continents, it really just represents countries that have joined the accord." - Hitchhiker's guide to jeslorian politics.

Defensive East Continental Treaty Accord (D.E.C.T.A)

DECTA is one of the older factions of Jeslore, being known as the Dracholmian Union in its early days before it began accepting other nations as a part of itself. It was formed following the first Dracholmian war when the formerly divided nations of Dracholm had to unite in order to defeat Spectre and her undead armies. Following her defeat, the grand union treaty was signed by all 7 countries of Dracholm (Linnesse, Bylyn, Goldwoods, Rifthelm, Bloodspike, Frostpeak, & Gloomshade). This alliance was further strengthened by the founding of the immortals, the famous band of heroes that would go on to shape Jeslore's future in their image more than politicians and kings could ever hope. Each member of the immortals represented an active member of the Union: Tower Charlot for Linnese, Sylvia Sunshard for the Loftwoods, Klaut N. Rosefield for Bylyn, Spectre the Reaper for Gloomshade (a very controversial move), Blaze Crimson for Bloodspike, and Viktor Larsvor for Rifthelm. The cultural impact of the immortals can not be understated, they essentially defined the future for Jeslore through their acts of heroism and self-sacrifice. They became the centre of Jeslore's primary secular religion (Guardian's Faith) and in the modern era became super celebrities (especially following their revival).   DECTA is directly intertwined with the galactic council, being essentially the smaller brother of the galactic faction (despite being far older and having a direct cultural influence on off world colonies). When the galactic council split off from DECTA, it took a large part of the military with it, as space colonies and galactic factions were not always too cordial. This left DECTA with a far smaller standing army, which wasn't seen as a problem up until now. Normally, if things went wrong, the council could simply swarm the planet with hundreds of millions of soldiers recruited and trained on colony planets. Even vehicles and weapons can be constructed on other planets and then shipped in mass onto the Jeslorian surface by use of OTS teleporters. But with most of them down by way of terrorist attacks from other factions, the Galactic Council can only send a very limited amount of resources to Jeslore. The Council wants to send soldiers that obey their command (as expeditionary command generals aren't the most competent) so they can take control of the situation, but DECTA is reliant on the council for supplies so if they don't strike the balance just right DECTA may lose ground. Even worse, if the council overloads the power grid, it may temporarily shut down and enemies are sure to take advantage of that.   DECTA itself is not representative of a single country. Originally the dracholmian union, the faction was renamed to DECTA when non-Dracholmian countries signed up to join. Joining DECTA comes with a ton of benefits, not the least of which is being protected under article 13 which dictates that if an allied nation comes under armed attack, each and every other member of DECTA will consider it an attack against all members and take any actions necessary to offer assistance. Militaries are shared across member nations, and so is funding and planning. It generally functions quite smoothly and is effective at quickly mobilizing military forces to assist allies.   Generally, though, DECTA much prefers diplomatic options over military ones. They have ambassadors in the cities of most other Jeslorian factions and send delegations and diplomats over when tensions are on the rise. Due to the age of the faction, DECTA considers itself a shining example of the fact that diplomacy is always an option (which is slightly ironic). That said, given its impressive military and direct ties to the galactic council, who can send a planetary invasion force if needed, it is not shy of trying to intimidate enemies.   DECTA has its own standing army that the council funnels troops into. The main strength of DECTA is its cultural influence. While the empire's claims of Dracholmian degeneracy are a way to whip people into a frenzy, it is true that civilians of any nation find the products, cultures and influence extremely tempting. Its anthem alone is played by a ton of civilians, and many authoritarian nations that are on bad terms with DECTA have banned it. Governments can do all they want to block out DECTA and its culture, but it has already entered the hearts and minds of civilians, and it is therefore very difficult to drum up support against them.   DECTA is not a faction with a very direct agenda, it just seeks to defend its members against aggressors and leaves its domestic policies largely up to the nations themselves. It has the largest population of all jeslorian super nations on account of controlling the most densely populated territories. Many fight for DECTA mostly because they are used to it and don't want to be occupied by another faction who might be far more restrictive. In addition, DECTA takes active steps to preserve the cultures and heritage of its member nations. Many culturally significant sites are also within DECTA borders, including the Kitzbach town hall and courtyard where the Kitzbach was signed and the Kitzbach trials were held, both of which set the rules all nations on Jeslore were to follow during wartime. Also, a lot of monuments that are culturally significant to some religions (such as the statues of heroism) are mostly in Dracholm. In the current political climate, a lot of organizations are taking additional preservation methods to protect monuments and art from looting and destruction.   Dracholm, particularly Linnesse and Aergique are the most popular holiday destinations of Jeslore. Its pleasant climates, beautiful cities, and good food places are attractive to people from all across Jeslore. Living in DECTA is fairly expensive for citizens, and little can be done about it with wars going on.

War Crimes

  • Conscription - During times of war, DECTA has a bad habit of conscripting civilians to fight its battles.
  • Unethical science - Projekt Profektus was a DECTA project, which while successful, single-handedly got politicians to question whether scientific research should have more legislations.
  • Excessive police force - DECTA has had to put down rebellions in occupied and sometimes even allied area and they have responded to these with military force in the past.
Designated Status: Two-Faced altruist   Status Meaning: A two faced altruist will preach to others, often even invent rules to be followed during war while themselves indulging in deplorable behaviour. DECTA itself is mostly innocent, as its worst crime was projekt profektus which was mostly caused by mismanagement. It has made an admirable effort to abide by its own rules ever since.
