The Department of Domestic Security and Civil Protection

General description

The department of domestic security and civil protection is a large government service, part of the Galactic Council. It is predominately an intelligence agency, both domestic and foreign, and has a well-earned reputation for being enthusiastic and committed to its mission. It has eyes all over the council's colonies and is able to monitor day to day life, being ready to act before troublemakers have a chance to commit to their actions. The department is made up of 2 organizations that work together as a single organization: The Bureau Of Domestic Security, and the Civil Protection Agency. By and large, the main difference between the two is that BODS is a domestic agency and CPA is a foreign intelligence agency.   The department has a very formal governmental structure, with office workers, agents, scientists, data analysts, and investigators working in a level hierarchy under the head of domestic security and civil protection. The main mission of the department is to upkeep stability within the council by building up an immense database of intel and acting on their findings. As it stands now, the department has the most extensive record on Zartor and is the best equipped to deal with his schemes. They are known to declassify and/or share intel with allies whenever they view it as necessary and beneficial.   The department is incredibly adept at combining domestic tracking strategies and foreign espionage to help catch spies within its own operation. Counter-intelligence is one of the many strengths of the departments, and they do it at such frightening efficiency that spies are arrested shortly after arriving at safehouses. Meanwhile, their own spies are rarely if ever discovered. They also have their hands in the peacekeepers and the peacemakers. The peacekeepers are not only directed by the department, their files are stored in their files. Anyone that had a run in with the police in the colonies of the council, will have their full identity and an extensive profile logged in the files of the department, even if it's for something as menial as traffic violations. The peacekeepers use a software designed by the department, any files and records they make are copied and saved directly in the databanks of the department, and deleted files are kept too. This ensures that corruption within the peacekeepers is quickly addressed. The cameras the peacekeepers use to monitor traffic around colonies are also used by the department to scan crowds for known criminals. In short, the department is almost always watching.   Their control over the peacemakers is partially because the peacemakers are reliant on intel from the department for intel to draft mission plans and strategies. Scouting and recon reports are directly logged in the department's own databases. The peacemakers also have a lot of active sleeper agents that serve in the military, reporting any dissent within the organization directly to the department. This allows the council to quickly address lack of morale, or soldiers looking to defect. The cameras mounted on vehicles, power armour, and some soldiers are accessible to the department. This helps them investigate abnormalities much faster and verify reports given by peacemaker generals. Especially on planetary colonies, where soldiers face off against unknown threats, the information from these body cams is particularly useful. They have a direct entry into the colonization effort, making a log of anyone who signs up to live on new colonies and refreshing dossiers based on that, meaning they always have a fairly up-to-date database. New colonies are places where dissent and new radical movements can quickly form due to the isolation and alien environment, so anyone logged as signing up to a new colony is watched closely. Advanced surveillance systems are used to make sure no radical cults can form on new colonies that might pose a threat to the effort.   The dossiers the department keeps are incredibly detailed, having everything from full name down to minute details like their blood type. A short family history that goes 5 generations back is also logged and most importantly there is a rating on how likely an individual is to be a threat to the council. Almost every civilian has a dossier in the department, even those who have no criminal record or served with the army. But candidates for threats have the most up to date dossiers, as the department prioritizes refreshing the most troublesome dossiers the most.   Unlike the peacekeepers and maybe some other organizations within the galactic council which have an agenda of their own, the department is committed to being a non-partisan (if pro council) organization. They are committed to defending the status quo within the council, only involving themselves when a social movement is bringing radical change to the structure of the government. They are often accused of being biased against certain parties, usually when they investigate and arrest extremists within their own structure. Not only that, but they do tend to target populism and misinformation on the internet a lot, and are incredibly quick to act, rooting out dangerous movements before they have a chance to become influential.   The leader of the CPA, J4k08, is known to be extremely ruthless. He's the mastermind behind /DATA EXPUNGED/ and was able to track down the majority of magic users within a week of beginning the program. His skills as a former archivist have been instrumental in greatly increasing the efficiency of the department, and because he was originally made for data analysis, being the head of an intelligence network only comes natural to him.    

Politics

The department of domestic security and civil protection is extremely careful to not tarnish its reputation of non-partisanship. It doesn't have a bias to any party within the council or any council member, and is simply pro status quo. It is an extremely unpopular department, mostly because it has a very clear threshold for acceptable amounts of populism and when a politician crosses that threshold, the department will act on the allegations that inevitable get thrown around. Most times, these allegations are simply an /REDACTED/ to help the department put them away. Sometimes these allegations are even /DATA EXPUNGED/. But it is always in the interest of keeping people from using politics to push agendas that pose a threat to the council and /DATA EXPUNGED/.   Despite its unpopularity, the council itself sees the department as integral to its own survival, and does not want to tamper. Even if they did want to change the department, that would be very difficult because /DATA EXPUNGED/. They have an active office on every colony belonging to the council and are capable of monitoring almost all activity, making it rather easy for them to identify potential disruptions to the stability of the government.

Reach

The reach of the department far exceeds just the colonies. Of course, the department directly monitors organizations within the nations and its own citizens, and its enemies on Jeslore and other planets, but it also watches its own allies. Allies of the galactic council have /DATA EXPUNGED/. This is mostly to make sure there are no plans for betrayal. The allies of allies are also logged, again to make sure that the galactic council can interact with other nations while keeping the interests of its allies in mind.   Unsurprisingly, they have a ton of spies in enemies of the galactic council. Both in the army and their governments, the department deploys sleeper agents to disrupt the efforts against the council. They do this in a variety of ways, some underhanded, some advanced, and some fairly standard. Generally when they want someone dead though, they will either use a fall guy or a trained professional based on where the operation takes place.   The variety in sources it can gather intel on leads to the department having the largest database of all factions, second only to the watchers agency and the Cykx dominion. It has extensive records on entity 0, the servants of hunger, the world eaters, the bastion, and any other existential threat that other factions have trouble gathering intel from. The departmen does not only look with the enemy, it also looks within itself and its allies to put together a complete picture and through this method it is far more effective at dealing with these threats.

The Bureau Of Domestic Security

The Bureau Of Domestic Security (Bureau or BODS for short) predominately handles domestic affairs. Things like federal investigations, domestic counter-intelligence, /REDACTED/, law enforcement, secret services, and internal affairs fall under their jurisdiction. Like the CPA, anything it does is with the stability of the council in mind. Drawing from the central databases of the department, the Bureau can find and arrest people planning a severe crime before they do it. But their prediction methods are not their main strength, as that would be their surveillance abilities and counter-intelligence. By combining intel from the CPA and applying its own investigative methods, the bureau can arrest spies and domestic threats without risking the cover of an agent. They do this by arresting spies for menial things such as parking violations and finding their justification for permanent incarceration in evidence, which is sometimes /REDACTED/ found in their base of operations.   They also often arrest people while they are in the process of recruitment, citing inspiring public dissent as a charge. Due to these generally taking place in public places, they can always rely on witness reports to reasonably justify their investigations. Another thing they really like to do with enemy agents is to kill them and make it look like an accident. Their dealings with enemy agents are incredibly well done, and they don't need to rely on corrupt medical officers to make diagnostics. Domestic hit agents are second to none in their skills of dealing with spies and trouble makers.   In general their tactic of dealing with enemy agents is to very much make it look like they dropped the ball, allowing them to operate for a while until they make plans that are dangerous to the council as to not raise suspicion with their employers. When they are ultimately arrested, the government makes it seem like they were just not being careful enough or circumstances got their cover revealed, such as for example: an enemy sleeper agent was arrested on their way to a mission to assassinate a DECTA official. But on his way there, 150 meters from his destination an officer asked for his ID (something the peacekeepers have a right to do) and he found inconsistencies within the passport, so he was taken into custody. When searched at the office, weapons were found and his ploy was revealed. To the enemy, it always looks like their agents just got caught by the net, but in reality the bureau was watching them from the start.   The main reason they always make it seem that enemy agents got arrested due to circumstances is to make sure their own agents in enemy factions are not questioned. With no cause for alarm, enemies will not become more suspicious of their allies and CPA spies can remain active longer.   The work of the Bureau is not all cloak and dagger though, as they also are the legislative body responsible for directing the peacekeepers. They keep track of their files and help them out with investigations. Peacekeeper agents are supplied and armed by the bureau as well, and receive their general orders from them. This is a fairly well known thing.    They also handle federal and internal affairs. Much like they investigate spies of the enemy, they also investigate their own politicians for possibly being disruptive of the council. When a public official is murdered, it immediately becomes a federal matter and the Bureau will put its own investigators on the case. This is mostly because DOBS investigators have different, more specialist training and better access to resources within the bureau.    Ther internal affairs wing handles possibly corrupt and treasonous politicians. If those are found out, the BODS doesn't usually take long in arresting them. They already politicians that are highly partisan and use extreme populism to get an agenda across, but don't really act on it unless they have a reasonable cause for alarm that they may be attempting to destabilize the council. Whent hat happens the BODS will covertly begin investigating them, and when things are found action is taken. This action typically comes in the form of a criminal lawsuit that exposes treasonous agendas to the public to justify their investigation. The criminal lawsuit almost always ends in an exorbant amount of jailtime.   But when there's the risk the charges might not stick, the BODS has assassinated politicians before as proven by declassified files. Because in a domestic environment, maneuvring hitmen without detection (which could lead to accusations of partisanship) is extremely difficult, the BODS generally prefers to use fall guys if it has to come down to this. The assassination itself is usually purposely messy and direct to make it easier for BODS to cover up its involvement. Investigations that may reveal the connections are strongly encouraged and the BODS is extremely good at spinning situations to make sure their version of events is the most commonly accepted version. And because they also handle federal investigations, it is very hard to distinguish what is a legitimate murder and what is something they had a hand in.   The peacemakers also has its fair share of BODS sleeper agents inside. This is to monitor the general sentiment within the army so the council can accomodate its soldiers faster to reduce risk of defecting and/or splintering. They make sure soldiers stay committed through propaganda for their side and against the enemy. They also closely monitor military officials, to make sure they can act quickly if they become a liability. Lastly, BODS has access to the bodycams used by soldiers so they can identify betrayal if it happens or at the very least get the maximum amount of information from field missions without directly relying on it. It also allows them to accurately verify the reports of military officials.   Most of this is not very well known to the public, it mainly remains in conspiracy circles even though declassified files make it rather clear. The DOBS generally likes being up front as to maintain some level of trust with the public. They are always sure to emphasize their enacted justice was righteous and for the greater good of the public and stability of the council.

The Civil Protection Agency

The Civil Protection Agency (Agency or CPA for short) generally handles international affairs. They are primarily involved in things like foreign intelligence, covert affairs, military intelligence, covert affairs, /REDACTED/, political and military infiltration, and covert operations. The CPA is made up of spies, saboteurs, hitmen, and renegades, all of which are trained with the utmost care. They are deployed in enemy ranks to disrupt their operations and report enemy plans back to the CPA and peacemakers. This allows the peacemakers to adapt their own strategies to those of the enemy, making them far more effective at vanquishing the enemy. They will also disrupt and sabotage enemy espionage efforts by reporting plans to the BODS, and sabotage/disrupt political and military efforts by generally making everything harder. They'll destroy or misdirect reinforcements and weapon shipments, relay vague orders that reduce effectiveness, missreport losses and gains, assassinate heads of state, and cause civil unrest to make sure the enemy is as stretched thin as possible. In a lot of cases, the enemy has to laser focus on finding CPA spies and fail even then, either because they have escaped or are hidden far too well.   Unlike BODS, when the CPA needs someone dead they'll use only the best, professionally trained hitmen to make the deaths look like an accident. The CPA almost always has access to a medical record and a lengthy description of their targets so assassination plans can be drafted that are consistent and raise no cause for concern. For example, if they need to assassinate someone known to have many sexual relationships, they will use a plaguebringer to make a target pass away of symptoms consistent with an STD, even going as far as either planting popped condoms in their trash or fabricating past testimonies that make unsafe sex seem precedented in their past. If they need to target someone with heart related diseases, they will appeal to that and make the death seem like happened due to a heart related illness (most commonly a pacemaker error). This way, when a public official dies, the medical officials of their own faction often rule out assassination and cite natural causes.   Operations in the military often come down to causing intentional mismanagement and miscommunication. They will send soldiers (usually reinforcement groups) to their death by adjusting orders and blaming it on poor communication done by generals, leading to catastrophic losses. They will send supply routes into territory only the CPA knows is infested with pirates to purposely provoke pirate attacks, conveniently drawing their ire away from DECTA and the department. They will keep higherups out of the loop by exaggerating victories and minimizing losses, making sure they remain popular with the government but making the army itself feel powerless ahich drops morale. They will give warehouses poor security, causing even more supplies and loot to go missing (sometimes they even take it for themselves and send it back home). And these are all things the CPA has admitted to doing by way of declassified files, it's difficult to tell the true extent of how adept they are at strangling an enemy militaries.    The same goes for how they disrupt governments, they will cause riots, launch cyber attacks, and much more to make sure the enemies are in the worst possible shape to fight off the peacemakers, DECTA and the council. Psyops are also something the CPA has become rather infamous for. They can very effectively lower morale of entire nations by using their own cultures, beliefs and superstitions against them. Their past of sabotaging R&D projects can also not be understated, as these operations often had catastrophic effects for the whole faction, from basically wasting billions in funding to sabotaging weapon R&D projects, making them misfire. These misfires lead to incredible amounts of damage to infrastructure and sometimes even populations. If the effects are bad enough, framing it as irresponsibility could cause even more civil unrest.   The CPA is kept up to date on the progress of enemy R&D progress, essentially letting them copy and document the project without needing to invest a dime into it. When the project is nearly ready, it is sabotaged and either destroyed, framed as being too dangerous for the government to control to finish working on, which leads to public pressure to shut the project down. It is no coincidence that shortly after a government shuts down an R&D project for being too dangerous to themselves while not making enough progress, DECTA and the council begin using a working version shortly after. Then the original R&D department tries to pick up where it left off after seeing a working version, they will find all their documents destroyed and the majority of key researchers missing or passed away due to natural causes.   Enemy militaries and governments are often infested with CPA presence, given how hard they are to find and how their actual actions are done in ways that give very little cause for alarm. The main thing that causes suspicion, are assassinations and general disruption operations, and that is mainly because there is a gradual increase in deaths ruled by government doctors to be natural and blunders within government and the military. These individual operations are always covered up extremely well, but it is just the increase in things going wrong that causes people in power to become paranoid.   The CPA works with a certain order of importance. They will infilitrate the government first to send intel back to the CPA and the military, and once they have a reasonable amount of wiggle room other agents are sent in that carry out assassinations and sabotage operations. Because these are done with such frightening efficiency, by the time people in power begin to suspect they might have spies among them, their government is already infested with CPA agents so deep undercover they can covertly stifle efforts to root out agents without risking their own cover.

Public Agenda

The Department of Domestic Security and Civil Protection is very up front about its public agenda: Serving the galactic council the best it can through intelligence. It acts as a centralized intelligence agency both domestically and internationally. It will address any problem it sees as threatening the council and will do it with frightening efficiency

Colonies are at their weakest when they're new because they're small populations in a strange environment. This environment makes people vulnerable to being influenced by ideals so the department watches new colonies extremely closely to make sure no cults form or colonies try to break away from the council.
