The city is ruled by Lord Varse and has been ruled by the Varse family for thousands of years. the areas of the city are governed in smaller section by the aristocratic families, the politely name crime families that manage and control the gangs in there areas and make sure none of the conflicts reach a level that disrupt lord Varse.
