Polity History

  The Communist Brotherhood of Stellar States arose as an enclave of like minded socialists early on during the thirty year long Tenebrian-Black Sun war. Far away from the core and nestled deep in frontier space, by the time the movement got the attention of sector authorities, the emerging capital of Pelasgon was nigh unassailable with the resources the existing powers had on hand. The Scream occurred as the authorities in the Sol system began debating a response and with the widespread devastation of the galaxy, that reprisal will never come.    The CBSS is a socialist collection of planets that relies heavily on a conclave of precognitive psychic that bend their oracle like talents to look into the future and determine where to best allocate the limited resources available. The polity is small, but growing, and has distinguished themselves by contributing heavily to solving several sector crises.   The CBSS is trying to unite all socialist worlds in the sector under one banner, along with fostering communist revolutions on those nearby to add to their growing family. They remain the only polity to have openly conquered planets, but the worlds they begin to incorporate to eventually become models of production and shared ownership. Their Chairman, Yuri Oktobreskya, believes in this "Tree of progress watered with bloody roots" theory wholeheartedly, remembering his own role in the early communist revolutions on Pelasgon that established the polity into the beacon of progress it is today.   

The Communist Brotherhood of Stellar States Today

The polity has moved from a polluted planet relying on precognitive psychics to meet its needs into a rugged society of workers and frontiersmen relying on a greatly reduced psychic staff due to the events of The Scream. Several new worlds have been incorporated into the Polity, some through revolution, others through diplomacy. The mech corps are a relatively new CBSS military innovation, using space capable suits as boarding troops on ships or ground based shock troops in combat zones.    One of the earliest members of The Iron Stars Federation, the Communist Brotherhood of Stellar States has promised to trade with and fight alongside the Elysium Protectorate, New Moon Cooperative, and United Nations of Worlds. The polity also has a friendly relationship with the independent Greystar Confederation. Shared strife during the Shaper Crisis, the wars against the Phemno Mining Guild, and the slavers of the Etxaurren Empire have made fast friends of the CBSS and the other power blocks in the sector.   In November 2669, the Communist Brotherhood of Stellar States was one of the many polities joining the war effort against the overlords of the Chimeran Ascendency, and the spirit of cooperation between the Brotherhood and its neighbors is stronger than ever.  

Justice System of the Communist Brotherhood of Stellar States

Pre-Scream: The CBSS as we know it today did not exist, but there were clusters of communist planets in this region and they were given home rule over local affairs. Their justice system conformed to the Tenebrian Empire's standards which to us today would look like a modern western justice systems in structure and practice, with all the virtues and inefficiencies that come with it, just magnified given the wider scope of responsibility.   2665-2667: Frontier justice. Order on Pelasgon, Vadhat, and other communist worlds mirrored the chaos of the age being felt in all corners of the galaxy. The polity had not yet formed though many of the communist governments in the area were in contact with one another via courier ships, and long delayed tightbeam messages. Most worlds had no real facilities to hold criminals or people willing to volunteer their time to rehabilitate those who had wronged society. No one could be distracted from their focus on day to day survival and as a result the punishment for almost any crime was death. Crimes were normally investigated and punishments carried out by the community to which the offender was a part, for good or ill.   2667-now: The CBSS is a functional polity with other member states. Small crimes such as infractions or misdemeanors are handled by courts where the offender lives. Normally this would be just a fine, or perhaps several days to a few months in jail depending on the offense. Violent crimes might see up to a year in prison if there is no death or lasting serious injury or harm involved. Major crimes would be handled by the high court of each planet. Justices are appointed by the planet's communist leadership but the court is generally striving to be apolitical. The precognitive conclave is also sometimes consulted to determine if an offender will commit crimes again in the future based as what is known. For crimes against the polity there is a tribunal with the Chairman serving as its head, along with the governors of each CBSS world serving as fellow judges. Judgements are reached via a vote after a formal series of hearings. The Chairman's vote is not weighted more heavily, they just have the added responsibility of organizing the proceedings and keeping things running such as scheduling when the court meets. It meets infrequently as the chaos of the post-scream age has not yielded an organized government across most CBSS planets for long. Pelasgon itself has only been a relatively stable place to live for a few years.
