BOOK 1 - Prospertine & the City of Light
Minerva is first introduced to the story after being contracted by CloudCorp, after Prospertine and Haff failed to prevent a data theft. She acts as their supervisor, issuing commands and harsh reprimands.

After a reckless move by Prospertine puts them at odds with the state, Minerva exiles Haff as a scapegoat.

After directly encountering the Black Cats terrorist group, Prospertine becomes sympathetic to their cause. After sensing this, Minerva brings the whitehounds down on Prospertine and Ramsey, forcing Prospertine to choose which of the two of them will be exiled this time. Prospertine becomes a fugitive, fleeing from Minerva and the police.

Prospertine and Minerva have their final confrontation at the northern docks, where Prospertine is trying to shoot down a trio of aerostatics Minerva has sent to bomb Coal Island, beheading a growing terrorist movement. Their battle ends inconclusively, with Minerva retreating and Prospertine fleeing the City of Light entirely.

  BOOK 2 - Prospertine: Equinox
Minerva is not physically present in "A Question of Merit," but her mechanical owl drone communicates messages on her behalf.

She compels Prospertine to visit the fishing village of Eukato and liberate the lighthouse there from Sydney and Ventis Jov.

Minerva later appears in "Equinox," where she represents Firmament in the trinational negotiations regarding the national status of Neruseru. There, she manipulates Prospertine Jov into attempting to break Haff out of jail, resulting in her own criminalization, interrogation, and the death of Zachary Jov. Minerva manages to convince Prospertine to collaborate with her, forging a peace treaty between the three Divine Nations.

In the final chapter, Prospertine and Minerva learn that the peace treaty struck between Argosy and Midianar earlier in the novel resulted in betrayal and mass-murder, suggesting their recently-effected treaty could have a similar result. The pair have a falling-out, with Minerva returning to Vesper while Prospertine is taken to Tsui Shoa.
