Enclave

The Enclave is a quasi-state originating in the pre-War United States federal government, military, and the corporate elite of entities. This enigmatic alliance of private interests eventually subverted and developed from the continuity of government protocol to ensure its survival as the real America, laying claim to the North American mainland. While the organization commonly styled itself as the Enclave, it used United States of America interchangeably, particularly in propaganda. To wastelanders who recognized it, it was a remnant of pre-War America.
  The Enclave was defeated in California in 2241 and in the Capital Wasteland in 2277. The group was considered extinct, though a small fragment of the organization endured and is still active.
   

History


Before the War, the Enclave was a cabal of powerful individuals from across the United States, including presidents, members of the joint chiefs, prize-winning scientists, wealthy industrialists, members of the military, influential politicians and other powerful men and women who together formed the group. In the opinion of its members, it was the greatest assembly of minds on American soil.
  In the 2070s as the Sino-American War dragged on and the risk of nuclear war increased, members of the Enclave invested into various contingency measures to survive the coming war. Funded by corporate and government money, these installations would enable the Enclave to continue waging war even after the United States ceased to exist. The most prominent of these installations was the presidential oil rig out in the Pacific Ocean, with the Whitespring Congressional Bunker in West Virginia acting as a hub for future Enclave operations.
  After the nuclear annihilation of 2077, the Enclave kept underground under the leadership of Thomas Eckhart, once the Secretary of Agriculture. The group made technological strides in plasma and power armor technology. Having access to high level government resources, they were able to interact with many of Vault-Tec's vaults, mining them for information. This has led to extraordinary advances, including imbuing giant deathclaws with human-level intelligence. Some of these deathclaws still make up the citizenry of the Midwest Brotherhood of Steel.
  It wasn't until 2241 when the Enclave emerged in force in California. The group had developed a lethal toxin and was ready to introduce it around the world, eliminating all mutated life on earth, which by then included most surviving humans who had adapted to the wasteland in the subsequent 170 years. They were narrowly stopped by a hero known as the Chosen One. The group was decimated. They scattered and retreated, most forsaking the organization. With the Enclave gone, the young New California Republic was free to organize into a larger nation.
  By 2277, many Enclave refugees had found shelter in the Capital Wasteland. And under the leadership of an Artificial Intelligence known as President John Henry Eden, they moved to conquer the former Washington D.C. area. A small group of researchers had built Project Purity, a large-scale water purifier which could rid the area of nuclear contamination. President Eden sought to modify Project Purity to use its energy to murder all ghouls and super mutants within the region and use the valuable water as a means of controlling the populace. He was stopped by a hero known as the Lone Wanderer, who was assisted by the Brotherhood of Steel under Elder Lyons. This action went a long way towards solidifying the Capital Wasteland into the nation known as The Capitol.
  With all of its leadership killed and most of its resources destroyed, The Enclave fell into history. Many in the wasteland still feared that smaller Enclave bunkers still existed. Many groups spent significant resources to hunt down and destroy these stragglers, most notably the NCR and The Capitol.
 

Today


  The Enclave is something of a ghost story in the America of 2317. Advancements in public infrastructure, government and health make people afraid to return to the chaos of the 23rd century. The Capitol in particular identifies themselves as the heroes who defeated The Enclave, saviours of the world. Most agree that the Enclave is 40 years dead and no longer a threat.
  In May 2317, The Heroes of St. Louis discovered Enclave activities in the NE Missouri, SW Illinois region. They reported this to Paladin Hector who immediately reported it to the Midwest Brotherhood Central Command in Chicago.
  General Lucan, leader of the Midwest Brotherhood, revealed to Hector that back in 2282, a small Enclave remnant group was discovered by the Brotherhood in Nebraska. Most of the Enclave personnel were executed, but a small science team was captured for their technical knowledge. This think tank was maintained under secrecy and security in Chicago, working on weapons systems for the Brotherhood. But at some point, the Enclave scientists gained the ability to communicate to the outside world. They connected with sympathetic people in the wasteland and converted them to the Enclave's cause. These "Affiliate Operators" were able to conduct Enclave operations freely, aided by the Chicago think tank and their access to Brotherhood resources.
  The Affiliate Operators, most notably one Dr. Harding, were conducting clumsy and unethical experiments on humans, ghouls and super mutants. They also looked extensively into Vault-Tec Vault experiments, hungry for whatever scientific data could be of use to a re-emergence for the Enclave. But once Midwest Brotherhood Central Command became aware of the existence of Affiliate Operators, the Chicago Enclave science team was dismantled. The Enclave scientists were put into deep interrogation and sentenced to death. Elite Brotherhood kill teams were dispatched to hunt and kill the Affiliate Operators.
  In June of 2317, an Intelligent Deathclaw named Jefferson entered Atlanta, the capital of Dixie with Alexa Garridan as his prisoner. He approached President Tarleton of Dixe to medically examine Garridan and her DNA. But the prisoner was never transferred and the Deathclaw fled. Soon after, the president fell desperately ill and died. There were rumors that this strange situation was an assassination performed by the Enclave.
  In August of 2317, Lex Garridan discovered that there were active Enclave operations within the Mississippi region of Dixie. The group paid local criminals to buy illegal chems in the territory of Caesar's Legion, spike the chems with UltraJet and sell it cheaply to strong, healthy members of the community. The resulting UltraJet addiction could severely diminish Dixie's ability to make war.
  When Lex Garridan travelled to Memphis in August of 2317, she met with Betsy the Triumphant, and Intelligent Deathclaw, Secretary of Defense for the Enclave and mother of Jefferson. Betsy revealed the existence of a strange conspiracy led by something she referred to as The Puppetmaster. The SecDef accused The Puppetmaster of favouring Dixie and feared that Dixie, aided by the NCR would soon invade The Capitol and start an America-wide war. Additionally, Betsy claimed that Lex's father, Dolion Garridan was serving as personal bodyguard to the president of the Enclave, who had to be kept perpetually moving for his safety.

  Betsy the Triumphant: An Intelligent Deathclaw matriarch, Betsy serves as the Secretary of Defense for the Enclave's central leadership. Not only an organizer and leader, Betsy is also outfitted with plasma energy augmentations to her enormous claws.
  Jefferson: An Intelligent Deathclaw and son of Betsy the Triumphant. Jefferson has served for years as a traveling attorney in the Midwest Brotherhood of Steel. He was pivotal in the trial of the Brotherhood vs. Giscala which thwarted a Brotherhood attempt to impose martial law. Jefferson may have been involved in the kidnapping of Alexa Garridan and the assassination of the president of Dixie.
  Bob Hanssen: A philanthropist and lawyer living in Gamma Town. Bob Hanssen was a member of the team in the Brotherhood vs. Giscala case.
  Paul Winthrop: An Enclave agent who was working as a nurse in St. Petersburg, Missouri. Paul normally resides in Chicago.
  Dolion Garridan: The father of Lex Garridan and uncle of Alexa Garridan. Dolion worked for decades as a low-level handyman and scavenger for Vault 40. In 2300, Dolion left the vault on what was called a scavenging mission and never returned. Betsy the Triumphant has told Lex that Dolion is currently serving as the president of the Enclave's personal bodyguard.
    Agent 814: Within the circuits of the Mister Handy named Mister Man lurked the robot's original programming. That personality, who was never quite erased, was known as Agent 814. This Enclave officer was deeply committed to protecting Lex.

Extreme Suspicion

The Enclave is paranoid and hateful at what they see as The Puppetmaster's meddling. The Enclave is actively trying to interrupt The Puppetmaster's plans, without even knowing the group's goals.

Mistrust

The barely organized gangs of The Rustlands have little interest in international politics. They don't care what The Enclave did in their own bunkers, but the group's insane ambitions make them a grave threat to the Rustlands and their profits. Authorities in The Rusltlands execute suspected Enclave personnel on sight, but the nation is unlikely to engage in any large scale action.

Animosity

Though the Enclave never showed much presence in New England, the people of the Commonwealth have heard enough stories to hate and fear them. The Enclave sees the Commonwealth retracing the correct steps to construct the American Dream, but is angered by their defiance and independent spirit.

Contempt

The Midwest vision of a pluralistic society defies The Enclave's ambitions. Also given the Brotherhood of Steel's historical opposition to The Enclave, there is a bitter history.

Disgust

The Legion despises the old world leadership who destroyed the planet. The Enclave demands absolute subjugation. Though equally brutal, they would be fierce enemies.

The Enclave demands total loyalty and submission. Cascadia defines itself by individual liberty. The Enclave might be the only faction that would prompt Cascadia into an aggressive war.

The liberal spirit of the Great Southern Congress stands in total opposition to The Enclave's eugenic utopian visions. Though the Enclave has never been active in the south, Dixie is prepared to fight The Enclave if neccessary.

The loss of The Enclave's oil rig in the Pacific was its greatest humiliation. They do not forget the NCR's role in assisting the Chosen One. The Enclave sees the NCR as foolish rebels and the hostility is returned.

The Capitol view the defeat of The Enclave at Project Purity as their finest hour. For years after, the Capital Wasteland Brotherhood sent missions across America, scouring for any remaining Enclave equipment or personnel. Despite The Capitol's current eugenic, totalitarian system, they see the Enclave not as an ideological partner, but their eternal enemy.
