Dixie

Dixie is the colloquial name for the Great Southern Congress, a military and political alliance in pre-war America's Deep South, formed in response to expansionist action by The Capitol and Caesar's Legion.
 

History


  The years leading up to the Great War were difficult for America's Deep South. The nation's mobilization for war required a complete overhaul of industry and commerce. More than any other region, the South was targeted for environmental exploitation and military conscription. In 2075, a government employee leaked pentagon documents conclusively proving that Southerners were being drafted over their fellow citizens at a rate of over four to one. After significant protests across the country, the president was forced to address the nation. He exalted the great contributions of the South and promised to reform the conscription process, but no significant changes were made.
  When the Great War came, the region was destroyed with the rest of the country. Their great cities were burned and irradiated. Corrupt elites retreated to subterranean vaults, while a few lucky survivors learned to persevere in the wastes. It took decades for the first significant villages and trade routes to emerge. But slowly, the population became accustomed to their new way of life. With every generation a vault would open, bringing new citizens, technology and education.
  By 2250, two dozen population centres had developed across the area, each its own autonomous city-state. Atlanta emerged as a hub for education and research, centred around the Georgia Institute of Technology. There was often talk of consolidating, especially in pursuit of a shared currency, but negotiations were consistently unsuccessful.
  The disunity of the Deep South was a weakness that was easy for foreign powers to exploit. In 2291, the reconstituted army of the The Capitol began a campaign of conquest along the East Coast, conquering the cities of Richmond, Norfolk, Raleigh and Charlotte. Late in that year, the operation ended when the city of Augusta was destroyed by a large nuclear device, destroying much of the Capitol's forces in the explosion. This event, known as the Augusta Detonation, is widely assumed to have been detonated by the military leaders of Augusta, sacrificing themselves to stop the invaders. But Dixie has always denied this and no group has ever taken formal responsibility.
  Defence forces throughout the region began to rally and cooperate to oppose the threat from the north, but this only served to weaken them to the west. In 2294, Caesar Aurelian Resitutor took the opportunity to massively expand his borders. A flood of Legion soldiers came pouring into the former states of Texas and Oklahoma. OKC and Fort Worth were easily overwhelmed. And when the emperor marched on Alamo, its citizen surrendered without a fight. Emboldened by the Legion's advance, The Capitol went on the offensive again, annexing the Appalachia region south to the Tennessee River.
  In a state of total panic, representatives of the city states of the Deep South gathered in Atlanta. It was quickly agreed that they would form a defensive alliance and the Great Southern Congress was formed, affectionately nicknamed 'Dixie.' GIT professor Bayard Rustin was appointed interim president and granted supreme control of the shared military. Divisions of volunteer infantry were sent north and west in equal measure. Contented with their territorial gains, Great Leader and her Capitol army sued for peace. The Great Southern Congress agreed to concede all territory north of the Tennessee River and East of the Savannah River.
  Caesar Aurelian Restitutor was undeterred. The generals of the Legion with their professional army were unafraid of the untrained volunteers of Dixie. But as they advanced eastward, they met a clever and mobile defence. A series of repelled attacks in central Texas enraged Caesar, causing him to reroute his western army for a full assault. Desperately outnumbered, Dixie's divisions were forced to withdraw. Astro was conquered and held, while the cities of Lafayette, Shreveport and Tulsa were burned to the ground. Caesar set his sights on Nola and pressed on. The forces of Dixie garrisoned the city and prepared for the attack.
  The Legion began a siege of Nola, encircling the city and blockading its port. Weeks passed, and the defending army began to starve. Dixie's defeat looked inevitable. But in an event known as the Nola Miracle, Caesar's five supreme generals died in their sleep, all in the same night. Assassination has always been suspected, but autopsies of the bodies were unable to find wounds (nor any cause of death) for any of the dead generals. The soldiers of the Legion had been on campaign for over three years, a thousand miles from home. The ominous deaths of their leadership broke their will to fight and many soldiers deserted to escape the accursed ground. Caesar was forced to negotiate with President Rustin. The Legion agreed to pay significant war reparations to Dixie and swore by the Temple of Mars to never cross the Mississippi.
  The war against the Legion solidified Dixie both as a military power and a political alliance. 2300 saw the Great Southern Congress enshrine its constitution and hold its first general election. President Rustin lost to Claudette Brown of the Mercantile Party. He peacefully relinquished power and returned to G.I.T. to teach.
   

Today


  Over the past 17 years, Dixie has strived to expand the causes of democracy, liberty and pluralism throughout the wastes. But the continuing threats of The Capitol and Caesar's Legion weigh heavy on Southern minds.
  The Great Southern Congress is currently led by Leighton Gomez of the War Widows' Party. Gomez was vice president to Carreen Tarleton. But in June of 2317, a talking Deathclaw arrived in Atlanta with Alexa Garridan with him as a prisoner. The Deatchlaw demanded that her DNA be studied, but fled with Alexa before the process could begin. Soon after, President Tarelton, who met with the Deathclaw personally, fell ill and died. No poison or pathogen was identified, but foul play is assumed. The whereabouts of Alexa Garridan and her Deathclaw captor are still unknown.
    The central bank in Atlanta issues its own currency, commonly referred to as the "Dixie Dollar" or just "Dix."

Friendly

Though Dixie and the Commonwealth are separated by 800 miles, they share similar core principles. And as mutual adversaries of The Capitol, they have military objectives in common. The extent of co-operation between the nations is not generally known. It is assumed that communication between the powers is difficult and coordination must be minimal.

Friendly

Dixie and the Midwest Brotherhood share a set of core values including democracy, plurality and universal suffrage. While they share good relations, the people of Dixie do not forget the Legion/Dixie War of 2294-7. When Caesar Aurelian invaded Dixie, the Midwest Brotherhood did not come to their aid. Not only that, but when The Capitol took the opportunity to annex land from Dixie, the Midwest Brotherhood still did nothing. Even when the Legion encroached on Midwest territory, the Brotherhood simply withdrew, never firing a shot. So, while Dixie sees the Midwest Brotherhood as a friend, they do not feel that the relationship can be counted on for defence.

Friendly

The NCR and Dixie share no border, separated by Caesar's Legion, their mutual enemy. But there is a strong rapport between them. Both nations promote democracy and compassion, at least externally. It has not gone unnoticed by the Great Southern Congress that the NCR doesn't always live up to its ideals. The two share regular diplomatic correspondence, usually transmitted by agents of the Midwest Brotherhood of Steel.

Uneasy

The pluralistic and democratic republic of Dixie has nothing but disdain for the ruthless, exploitive plutocracy in The Rustlands. The two countries share no border and deal little in trade. The Midwest Brotherhood has attempted to foster diplomacy between the two nations, but Dixie has made it clear that they are not interested until the bosses in The Pitt turns around their brutal system.

The liberal spirit of the Great Southern Congress stands in total opposition to The Enclave's eugenic utopian visions. Though the Enclave has never been active in the south, Dixie is prepared to fight The Enclave if neccessary.

One of Great Leader Aditi's first actions was to invade Dixie in 2291. The military conquest was brutal and was only stopped by the Augusta Detonation. In 2294, Dixie was invaded by Caesar's Legion, and showing no pity, Great Leader took the opportunity to annex more land, pushing Dixie out of the Appalachia region entirely. The Capitol see Dixie as trespassers on their land, a temporary annoyance that they will deal with when ready. The citizens of Dixie have heard stories of massacres and reeducation camps in The Capitol and are constantly vigilant.

Hateful Armistice

Caesar's Legion invaded Dixie in 2294, taking huge swaths of territory. The Legion was only turned away by the NOLA miracle. Caesar Aurelian made peace and personally promised to the Great God Mars that he would never cross the Mississippi River. But Caesar Aurelian is getting older, and very few expect his successor to extend the same courtesy.
