The Capitol

Formerly the East Coast chapter of the Brotherhood of Steel, The Capitol is a political region of the former United States stretching from the Erie Canal in the north down to the Savannah River in the south, from the Atlantic Ocean in the East to the Mississippi region in the West. The Capitol borders on the Commonwealth, The Rustlands, the Midwest Brotherhood of Steel and Dixie.

History


  In 2255, the California Brotherhood of Steel sent as a simple fact-finding mission to the Capital Wasteland (formerly the Washington DC area) to investigate reports of super mutant activity. This group of Brotherhood personnel, led by Elder Owyn Lyons, spent a generation fighting these super mutants with little success. And then in 2277, a group of former US government officials known as The Enclave emerged in the region. The Enclave sought to capture and complete an experimental water treatment facility known as Project Purity. With the help of a Lone Wanderer from Vault 101, Lyons' Brotherhood destroyed the Enclave and successfully activated Project Purity. Seeing a public responsibility to defend this source of fresh water, Elder Lyons reformed his Brotherhood into a more open structure. His successor, Sarah Lyons, further centralized power, enacting taxes and tariffs, and instituting a formal justice system.
  Within ten years, Sarah Lyons had died in combat and was succeeded by Arthur Maxson. Elder Maxson would usher in an era of militarism and imperialist expansion, levying extreme taxation and conscription to fund his military aims. Under his rule, mutants and ghouls were cast out of the Capitol Wasteland and those who would not leave were forcibly driven out. In 2287, Maxson led a military campaign into the Commonwealth to destroy the technocratic threat of The Institute. The mission went disastrously. Ultimately, the Brotherhood's great airship Prydwen was destroyed with Maxson onboard, and the Commonwealth's Minutemen drove the Brotherhood's forces away.
  The shame and loss of defeat in the Commonwealth was a painful blow to the Capital Wasteland. And reports of Elder Maxson's genocidal policies brought anger and conflict with the elders of the Brotherhood's California and Midwest chapters. The Brotherhood East Coast declared it was formerly separating from the Brotherhood of Steel, casting off all insignia, rank and iconography of that organization. They reformed themselves as The Capitol.
  The loose authority of the East Coast Brotherhood of Steel was cast off. Mirabelle Aditi assumed the title of "Great Leader" and was given absolute authority. Ghouls, super mutants and other "tainted beings" continued to be excluded, and sometimes eliminated. Other non-human intelligences, including robots, AI beings and Synths, were brought into compelled service to Great Leader. Post-war religions, such as the Children of Atom and The Reavers, were banned from the nation, suffering violent persecution.
  These reforms also brought a wide-ranging policy of public surveillance and morality laws. Enclave EyeBots were refurbished and manufactured to watch the populace at all times. Great Leader banned curtains on windows and personal encryption. A secret police force was assembled to enforce these rules, The Capitol Correctors. These special agents are widely feared for applying torture and extortion in their investigations. The Capitol demanded discipline, cleanliness and honesty from its people. Hard work and ideological purity are required at all times.
  Along with these fascistic actions came a policy of public works and social services. The agricultural output generated by Project Purity provided a quality of life which hadn't been seen in America since the Great War. Enormous improvements in infrastructure, public education and social supports were a welcome change, engendering fanatical loyalty to Great Leader in the populace.
  Despite their enormous food resources, The Capitol had lost most of its military equipment in the Commonwealth campaign. Without their weapons and vehicles, they had to rebuild their military force with post-war technologies: crossbows, explosives and bludgeoning weapons. This left the new nation at a military disadvantage, one that Great Leader was desperate to rectify.
  In 2291, Great Leader began a war of conquest against the city states of Dixie. The independent and disorganized cities of Richmond, Norfolk, Raleigh and Charlotte were no match for The Capitol's national army. The Capitol's advance was only halted by a nuclear detonation in the city of Savannah. The city was utterly destroyed, with many Dixie citizens killed and The Capitol's army was wiped out. Great Leader negotiated a peace with Dixie, but it was short-lived.
  In 2294, Caesar's Legion invaded Dixie from the west, engaging their military forces and leaving them weak. Great Leader seized on this opportunity, annexing huge portions of the Mississippi/Appalachia region from Dixie. Ultimately, Caesar's Legion was stopped by the NOLA miracle, and The Capitol negotiated a second peace with Dixie.
   

Today


The operation of the water treatment plant known as Project Purity provides the former Washington DC area with a continuous supply of fresh, uncontaminated water. Forty years of this plant's operation have allowed for a huge expansion of irrigation and agricultural production. Consequently, the wealth and prosperity of the area has exploded. For the past 13 years, Aditi's government has negotiated hospitably with its neighbours, trading its great agricultural wealth for minerals and technology. But it is widely thought that Great Leader still has expansionist aims. The Capitol's military force is large and well-trained, but poorly equipped.
  The Capitol issues Capitol Credits, paper bills which are guaranteed by Great Leader's treasury.
  Early in 2317, the Great Leader of The Capitol offered the government of Dixie a deal. The Kentucky Dam hydroelectric facility was captured by The Capitol from Dixie in the Capitol's invasion of 2297. In those 20 years, Capitol technicians hadn't been able to restart the facility. Great Leader offered an exchange whereby the Dam was handed back to Dixie's control, in exchange for a fraction of the electricity the dam will generate. The Midwest Brotherhood of Steel, eager to foster a new era of co-operation and trade, agreed to send technical experts to assist. This team was lead by Professor Gritch of Vault 40. The New California Republic joined in this effort, providing military personnel to keep the peace between nations.
  After observing the Current Adventuring Party in combat, Great Leader was inspired to gather a hand-picked unit for special operations. She dubbed this group TASK FORCE BLUE.

Non-aggression Pact

The Rustlands only formed as a nation in response to The Capitol's war of aggression against Dixie. Great Leader Aditi took the Rustlands Conference as a sign of strength and immediately set out to forge a non-aggression pact. The two nations share an extensive commercial relationship, mostly trading Capitol agricultural goods for heavy industrial products from Detroit and Columbus. While there is obvious fear and respect between the countries, there is little trust. Their cultural differences are great, and The Capitol's aggressive ambitions are obvious.

Unease

Caesar's Legion and The Capitol have little contact, their nations only coming close in the a small stretch of the Shawnee Forest at the confluence of the Mississippi and Ohio Rivers. Caesar Aurelian has publicly expressed respect for the control and discipline of The Capitol, but has also criticized their embrace of high technology. It is generally thought that Great Leader Aditi has a disrespectful disregard for the Legion and The Capitol does not bother to maintain an embassy in the Legion's capital in Flagstaff.

Civil

The Capitol and the NCR have had little contact historically. And with the NCR's troubled history with the Brotherhood of Steel and The Capitol's human rights abuses, they did not rush to pursue formal relations. But the NCR needs food and The Capitol has it. Great Leader Aditi wants large amounts of reliable weapons that only the NCR can supply. Both nations are deeply interested in reestablishing the Interstate 70 corridor, linking the East and West Coast with rapid trade. The recent attack on St. Louis was a massive setback to this plan and the future relations between the NCR and The Capitol are in doubt.

Hesitancy

The Capitol and The Midwest Brotherhood share a long border along the Wabash River and the situation is tense. As they are both inheritors of the traditions of the Brotherhood of Steel, they have a grudging respect for one another, but a respect that generates fear. The Capitol's powers are rising and so are their ambitions, while the Midwest appears to be in a slow decline. The Midwest Elders deliver a list of objections to The Capitol every year (in accordance with old Brotherhood protocol), listing human rights abuses. It is always ignored. But even with the tension, trade and infrastructure co-operation occur regularly.

Uneasy Peace

Openly warred in 2287, while The Capitol still identified as part of The Brotherhood of Steel. They speak of each other with naked contempt. And their border along the Hudson River is dotted with fortifications. The tension between Jersey and NYC is exceptionally tense.

One of Great Leader Aditi's first actions was to invade Dixie in 2291. The military conquest was brutal and was only stopped by the Augusta Detonation. In 2294, Dixie was invaded by Caesar's Legion, and showing no pity, Great Leader took the opportunity to annex more land, pushing Dixie out of the Appalachia region entirely. The Capitol see Dixie as trespassers on their land, a temporary annoyance that they will deal with when ready. The citizens of Dixie have heard stories of massacres and reeducation camps in The Capitol and are constantly vigilant.

Seething Hatred

The Capitol view the defeat of The Enclave at Project Purity as their finest hour. For years after, the Capital Wasteland Brotherhood sent missions across America, scouring for any remaining Enclave equipment or personnel. Despite The Capitol's current eugenic, totalitarian system, they see the Enclave not as an ideological partner, but their eternal enemy.
