New California Republic

The New California Republic (NCR) is a federal parliamentary republic founded in the former state of California. It is comprised of five contiguous states in southern California with additional territorial holdings in northern California, Oregon, Nevada, Idaho, Utah, Colorado, Wyoming and Baja California.
  The NCR emphasizes and strives to support a plethora of old world values, such as democracy, personal liberty, and the rule of law. It also aims to restore general order to the wasteland, the improvement and development of infrastructure and economic systems, and overarching peace between people. Similar to institutions of the old world it seeks to emulate, continued expansion has created challenges with territorial control, loyalty, and corruption that plague the Republic and serve to hinder its goals. The NCR is often criticized by residents of the Mojave wasteland as well as other factions for being hawkish, imperialistic, poorly managed and over-extended in the region, and trying to attempt to emulate old world values that led to nuclear holocaust in the first place.
   

History


  The New California Republic dates back to the survivors of Vault 15 who emerged from the shelter around 2097, founding the town of Shady Sands. With expanding trade routes came cultural exchange, eventually culminating in a movement aiming at forming a national entity. The idea resonated with other wastelanders and won popular support, leading to the formation of the New California Republic in Shady Sands in 2186, with a trial council government established to draft the constitution. Three years later, in 2189, the Republic proper was voted into existence as a federation of five states.
  In 2241, the pre-war government conspiracy known as The Enclave emerged. Thought the group didn't interact with the NCR much, the young nation was instrumental in assisting the Chosen One and the Brotherhood of Steel in destroying the group's California operations.
  By 2281, the NCR was a well-established republic with a central bank, general elections and standing army. Its population swelling and its resource needs expanding, then President Kimball looked to the Hoover Dam near New Vegas for a reliable source of energy. At the same time, Caesar's Legion was driving westward, looking to take the same dam. In the end, both armies were driven out of New Vegas by the robotic army of Robert Edwin House.
  Broken and defeated, President Kimball resigned in shame, as did the NCR's eight member war council. The NCR then focused on domestic issues, expanding local energy production and agricultural expansion. The nation went twenty years without the ability to adequately defend itself, waiting for Caesar's Legion to strike again, but the attack never came.
  2300 came and the New Vegas Event left that city of New Vegas a smoking crater and the Hoover Dam shattered. With Mr. House and his robots gone, the entire political structure of the southwest shifted, with increased trade between the Midwest Brotherhood of Steel and the NCR. Even Caesar's Legion took on a more reasonable, cooperative stance. The tribes of New Canaan applied for statehood within the NCR and were welcomed. Reconstituting its army, the NCR took and held territories throughout the Rockies. It now holds settlements as far east as Denver.
   

Today


  In 2317, the NCR finds itself again overextended, overpopulated and spread thin. Newly elected President Cormac Hayden is rumored to be considering a trade alliance with The Capitol. The DC region's supply of fresh water makes it an abundant source of high quality food, food the NCR desperately needs.
The Republic has operated a stable central currency for twenty years, the NCR dollar.

Friendly

The NCR and Midwest Brotherhood are good neighbours, enjoying close diplomatic relations and extensive trade through the I-15/I-70 corridor to Denver. Before 2282, there was hostility between the factions, due to the NCR's troubled relations with the West Coast Brotherhood of Steel. But the reformation that occurred after the Second Battle of Hoover Dam allowed the NCR to re-evaluate their compatibility with the Elders in Chicago. Their links have been close ever since, and many speculate that the two nations will one day unite.

Friendly

The NCR and Dixie share no border, separated by Caesar's Legion, their mutual enemy. But there is a strong rapport between them. Both nations promote democracy and compassion, at least externally. It has not gone unnoticed by the Great Southern Congress that the NCR doesn't always live up to its ideals. The two share regular diplomatic correspondence, usually transmitted by agents of the Midwest Brotherhood of Steel.

Moderate

At opposite ends of pre-war America, the NCR and the Commonwealth have little contact. Very few people alive have set foot in both nations. They share many essential convictions and a similar political system. But the small, sparsely-populated Commonwealth conducts very little diplomacy, even with its closest neighbours. The NCR, seeing themselves as the inheritors of pre-war America, have extended many diplomatic missions, to which the Commonwealth always responds coolly.

Hesitant

Many NCR leaders in Shady Sands have publicly criticized the exploitation and corruption endemic to The Rustlands. And yet, the NCR recognizes that The Rustlands stretch of Interstate 70 is critical to their plans for a continental trade route. The bosses in The Pitt see the NCR as hypocritical and ripe for manipulation. Rustlands traders excel at smuggling illegal goods in and out of NCR territory. All of this adds up to a complex network of grudging co-operation that could change quickly.

Civil

The Capitol and the NCR have had little contact historically. And with the NCR's troubled history with the Brotherhood of Steel and The Capitol's human rights abuses, they did not rush to pursue formal relations. But the NCR needs food and The Capitol has it. Great Leader Aditi wants large amounts of reliable weapons that only the NCR can supply. Both nations are deeply interested in reestablishing the Interstate 70 corridor, linking the East and West Coast with rapid trade. The recent attack on St. Louis was a massive setback to this plan and the future relations between the NCR and The Capitol are in doubt.

Cold Hostility

The NCR and Caesar's Legion battled many times in the 2270s and 2280s, most notably at the First Battle of Hoover Damn, where the NCR were victorious. The forces of Robert House and an independent New Vegas fought off both the NCR and the Legion, leaving them both in internal turmoil. Though they haven't engaged in battle in over 30 years, they still view each other as primary, and existential, adversaries.

Seething Hatred

The loss of The Enclave's oil rig in the Pacific was its greatest humiliation. They do not forget the NCR's role in assisting the Chosen One. The Enclave sees the NCR as foolish rebels and the hostility is returned.
