Chapter 1 - The Bloodstained Note
In the 80s, Jiro Kawara witnesses the murder of Daejin Kim by Kazama Shintaro. He runs through the now-burning building and finds Kim's wife, Suyeon Jung, and her baby, preparing to jump from the window rather than burn. Kawara stops her and helps her escape.
In 2006, the Tojo Chairman, Dojima Yayoi, is visiting her husband's grave when she is attacked by a group of Omi Alliance assassins. She is shot, seemingly fatally.
The next day at Tojo HQ, a meeting is held to discuss the assassination. Yayoi survived, because she's a Dragon, and is detirmined to go ahead a planned Tojo-Omi peace treaty, despite her son Dojima Daigo's objections. Nishikiyama Akira offers to take the treaty to Osaka, but she refuses out of distrust of him, and instead charges her son with the task.
Cut to Kiryu Kazuma working for Majima Construction, doing some exposition shit about Kamurocho Hills and the changed in ownership of Purgatory. Also we get a reminder that Majima Goro is supposedly from Osaka, and spent a lot of time in Sotenbori.
He clocks out and returns to Serena, and talks with Keisuke Mariko. Unexpectly, Tojo men arrive and sweep the place. Kiryu sends Mariko away as Yayoi arrives. She asks Kiryu if he will go with Daigo to protect him. He agrees, but says that in light of the assassination, perhaps more than one person is needed. She tells him to do whatever he thinks necessary.
Chapter 2 - The Girl with the Hannya Tattoo
Daigo is not impressed to arrive at the station to find Kiryu waiting, and even less impressed to find Majima with him, but they don't give him a choice, and get on the train.
They arrive in Sotenbori and Daigo goes straight to the hotel, while Kiryu and Majima decide to get the lay of the land. They hear that there's some weird stuff going on with The Grand, but Majima refuses to go in to investigate.
As they're walking around, they suddenly meet Nishitani Homare, who Majima believed was dead. He tells Nishitani he owes him a fight and he'll meet him at the location shortly.
At the warehouse Nishitani chose, Majima arrives in a wedding dress, fully Atsuko and fully Onryo, and she kills Nishitani. After he comes back, she tells him who she is, and then murders him again. Kiryu decides to leave them too it and goes to get a drink.
Eventually, Atsuko gets bored of killing him, so Majima and Nishitani join Kiryu in the bar and get pissed. The vibes are insane, and Kiryu leaves because he realises he's a third wheel. Majima and Nishitani get more sloshed, and go back to Nishitani's appartment to fuck like crazy.
Chapter 3 - The Dragon of Kansai
Kiryu does some sidequest stuff, then decides to go follow up on the lead about the Grand.
After figuring out how to get into the VIP section, he encounters Goda Ryuji, Patriarch of the Go-Ryu Clan. Kiryu chats with Ryuji without revealing his real identity, and learns about Ryuji's dragon nonsense - in brief, he believes he has a dragon spirit due to his mysterious powers, and says there can only be one dragon in Japan, so the Dragon of Dojima will have to die. Kiryu beats Ryuji's subordinates, and Ryuji tells him Kamurocho is in for some fireworks tonight.
Unsettled, Kiryu leaves but walks past an large outside screen just in time to watch breaking news report: a bomb has been detonated in Millenium Tower, destroying the Kazama Family's new office, and injuring Kashiwagi Osamu.
Chapter 4 - The Yakuza Eater
We are introduced to Sayama Kaoru as she arrests a Yakuza. Back at HQ, her boss Bessho tells her the former Tojo Chairman, Kiryu, is in Osaka, and Tokyo Division 4 have asked them to protect him, since his death would be sure to trigger an all-out gang war. Bessho is wary of giving Sayama the job, as she has history with the Tojo, but reluctantly allows himself to be persuaded.
The boys travel to Omi HQ, where they meet with the Omi Chairman Goda Jin and his Chief of HQ Terada Yukio, who assisted Kiryu and Kazama during the events of the previous year. Despite objections from some younger Patriarchs, and Daigo being a little shit, the treaty is signed.
However, Goda's adopted son Ryuji sudenly bursts in with his Clan, and announces that he's staging a coup, and the Sengoku Family reveal they're working with him.
The boys fight their way out (Kiryu beating up the Sengoku Patriarch on his way) and manage to get Chairman Goda away from the Go-Ryu men who were kidnapping them, but Ryuji appears. Kiryu orders Majima and Daigo to get the Chairman to safety, while Kiryu distracts Ryuji.
As they're leaving, Majima is shot by a Go-Ryu man just as the cops show up, and he sends Daigo and the Chairman off alone, before being arrested.
Meanwhile, Kiryu faces down against Ryuji. He gets the upper hand, but the fight is interupted by the arrival of Osaka Division 4 who begin arresting people. Sayama arrests Kiryu, and takes him away personally.
Chapter 5 - Omi's Four Kings
At Tokyo PD HQ, Date Makoto meets with Karawa, who explains that they believe the owner of Stardust, Kazuki, has ties to the Korean Mafia and is known to have met with Ryuji shortly before the attempt of Yayoi's life, and they want Date to come out of retirement to work with them, since he is friends with the guy and can get close to him.
Meanwhile in Osaka, Sayama explains to Kiryu that he's in protective custody rather than real custody. But as they're talking, she's shot by a sniper on a nearby rooftop. Kiryu asks her where the nearest hospital is, but she tells him to take her to Aoi, before passing out.
Kiryu gets her to the bar and helps Sayama Tamiyo to fix her up. While she's asleep, Tamiyo tells her about Sayama believing her mother was killed by the Tojo.
Kiryu goes to start investigating, and remembering that Majima told him Hostesses hear everything, heads to Club Four Shine, where he meets Yuki. She mistakes him for the new manager, and when he clears up the confusion he mentions knowing Majima. Yuki, certain any friend of Majima is a friend of hers, asks him to fill in for the manager, which he agrees to. After the shift, she gives him some backstory on the Omi and Terada.
Returning to Aoi after his shift, Kiryu finds Sayama awake. She tells him the bullet is unusual, and she suspects the intention was to wound rather than kill her. She says if they want to know more, they need to speak to an information broker in town, but she's too hurt to move, so Kiryu will have to do it.
Kiryu does some nonsense and gets into the elite Majhong parlour. Esaki tells him the sniper must be connected to the Terada Family, since they control weapon smuggling from Korea, and the bullet comes from a Korean gun. As Kiryu is about to leave, Esaki gets a phone-call telling him there's a ¥100,000,000 bounty on his head, and he's forced to fight his way out.
Meanwhile, Majima is released from jail by Nishitani, who still controls a lot of the cops in Sotenbori, and goes back to Nishitani's place. He calls Kiryu, who tells him to rest up and they'll meet up the next day. After he hangs up, Nishitani tells Majima about the bounty, and that it was put out by Sengoku Toranosuke.
Kiryu returns to Aoi and eavesdrops on a conversation between the Sayamas, in which Kaoru reveals she's planning to use Kiryu as her in to investigate the Tojo and find out if they killed her birth-mother. She then gets a call from Bessho, who tells her that Daigo and Chairman Goda were kidnapped on their way out of Osaka. They don't know who, but witnesses say the attackers were foreigners, and the car they used had Kamurocho liscence plates. Kiryu says he's going back to Kamurocho, and Sayama insists she's coming with him, despite her injuries.
Chapter 6 - A Hidden Past
Kiryu and Sayama arrive at the arranged meeting place with Majima, and find Nishitani and a Kijin Clan car, because Nishitani has decided he's not letting his boy go so soon after getting him. Cue an extremely awkward six hour drive.
They arrive back at Serena, and Sayama is wiped out. Kiryu tells her to rest while he goes to Tojo HQ to check in with Yayoi. Meanwhile, Majima takes Nishitani back to Purgatory to show off a bit.
Kiryu meets with Yayoi and fills her in. She's suspicious of Majima and even more suspicious of Nishitani, but accepts that they're here to help, and that if Majima will agree to assist them, he has the men the Tojo lacks. She reveals that she asked him to get involved because she fears there are turncoats in the Clan, and charges him with rescuing Daigo and preserving the peace.
Kiryu meets back up with Yayoi and reveals that he knows she'd followed him. Then he takes her to Purgatory to ask Majima if he'll lend the Tojo his manpower, and Majima agrees on the condition that Kiryu fight him and Nishitani in the colliseum, which he does, while Sayama watches.
Chapter 7 - Plots and Schemes
Date and Kawara go to Stardust to meet with Kazuki. They reveal that the bar is going to be raided by the cops, playing it like Date helping out a friend, to spook him and see what he does, which is do a runner.
Meanwhile, Kiryu and Sayama are investigating Daigo's kidnapping, and investigating foreign gangs leads them to an abandonned building, where they have to fight through multiple Koreon gangsters on their way up through the building. Eventually they make it to the roof where they find Date and Kawara along with two Kazukis.
Sayama hangs back while Kiryu tries to intervene, but the fake Kazuki and Kawara both have guns, and it all goes sideways. Kazuki and Kawara are both shot, while Sayama shoots the fake Kazuki, who is revealed in death to be a Doppleganger. Sayama stays behind to stall the cops, while Kiryu and Date get the gunshot victims to Dr Emoto's Clinic.
While Kazuki is in surgery, Date tells Kiryu about Kawara being a 'killer cop'. Meanwhile, Sayama arrives at the clinic and talks to Kawara, who tries to question her about why she's in Tokyo, but she dodges the question.
Just as Kiryu and Date get back, they clinic is attacked by two Korean thugs, who Kiryu and Sayama fight off.
Kiryu calls Majima to send some boys down to guard the clinic, and since Kawara says he has stuff to tell them that he can't say in public, they go to Purgatory and had their conversation in Majima's office. Kawara tells him that the 'foreign gang' is the Jingweon Mafia, who have serious beef with the Tojo due to a gang war in the 1970s which ended with the Jingweon Mafia. He also tells them that part of why the Tojo went all out on the murder like that was because the mafia was lead by a Jeoseungsaja who had defected from the Underworld to live on earth.
After the cops have left, and Kiryu has arranged that Kazuki will be moved to Purgatory as soon as he's stable, Sayam tells Kiryu that due to the dates, her parents might have been part of the Jingweon mafia. Kiryu promises that he'll do whatever he can to help her find the truth, since he understands how important it is to know your history.
Kiryu leaves Sayama at Serena with Keisuke Mariko while he goes to Nishikiyama Akira's apartment. He asks him straight up if he's involved with the Go-Ryu, and Nishiki swears that he isn't. Kiryu believes him, and tells him that he's going to need his help.
Chapter 8 - Suspect Kiryu is woken up by Date and Kawara breaking into Serena. They reveal that Date is wanted for murder, due to doctored footage of the shoot-out being sent to the police. They reveal that the footage was submitted by the Florist of Sai, who has returned to working for the police as a contractor.
Sayama is not thrilled to have Nishiki joining them when they visit the Florist, but Kiryu insists he can be trusted. At Millenium Tower, the Florist tells them he has a mole who submitted the footage without permission, but he doesn't know who it is.
As they're talking, one of his men says he's got a bead on Daigo, but the power suddenly goes out. The gang head down into the basement to restore it, and are forced to fight Hayashi, one of Ryuji's liutenants. Sayama strikes the final blow, and Hayashi has a heart-attack and dies.
Disturbed by victorious, the gang return to the Florist, but someone has placed a worm in his system during the distraction which is cutting his network access. Sayama succeeds in restoring it, using her tech background, and Nishiki comments on how impressive she is. With full access restoried, the Florist is able to identify that Daigo is being held in Shangri-La, which is currently abandonned. It was repaired and reopened, but then Majima went on a rampage through it when he learned they were forcing women to work there, killing the customers and owners, and it's been abandonned ever since.
The gang rush over and fight their way through the guards. Upstairs, they find Daigo and free him, but Chairman Goda is nowhere to be seen.
While Nishiki takes Daigo back to Tojo HQ, Kiryu and Sayama visit Kashiwagi to ask about the Jingweon. Kashiwagi explains that Dojima waited until the Jingweon were having a party, and then sent his two strongest men, Kazama and Shimano Futoshi, who was still a Dojima subsidiary back then, to take them all out in one go. This massacre was what allowed the Dojima to become the most powerful family, and paved the way for Shimano's independance. He also reveals that at least two people survived, because Kazama and Sayama's boss Bessho, then part of Tokyo Division 4, helped him to hide the survivors.
Chapter 9 - The Omi Invasion
While Sayama returns to Osaka to confront Bessho, Ryuji finally rears his head again, arriving at Tojo HQ to demand a meeting with Yayoi.
Despite the warnings of her men, she allows him in alone. She tells him that if he was really a dragon, he would have better manners than to attack an injured old woman, and Ryuji tells her he will give her three days grace to get her house in order before attacking, out of respect for her.
However, he's not the only traitor, and that night Sengoku and his men attack. Majima's boys, along with Kiryu and Nishitani, repel the attack while the Nishikiyama family guard Tojo HQ. But although Nishiki was genuine when he professed loyalty, many of his men were not, and his Captain, Shino Koji, tries to lead a coup. The Nishikiyama family splits and fight one another, but Nishiki's loyal men eventually prevail, and Daigo kills Shindo, saving Nishiki's life.
Chapter 10 - Survivors
Kiryu and Nishiki head for Osaka, and Nishitani reluctantly goes with them, saying the Kijin are going to be needed to get the Omi's house in order when this is over.
The boys meet up with Sayama at Aoi, where she fills them in on what Bessho told her. The police had known the massacre was coming, but allowed it to happen in order to end the gang war. However, this fucked with Bessho, and out of guilt he helped Kazama hide two survivors. He lost track of two of them, but knows how they can find the third one.
His lead sends them to a Shoji parlour that's closed until the next day, so the gang decide to go out drinking in Sotenbori and bond.
The next day they meet the survivor, Heojong Park, at the Shogi parlour. He reveals that the other survivor was Yeongmin Ji, who he believes has rejoined the Jingweon and is helping them get their revenge. The Jingeo have an 'iron creed' that death must always be repaid with death, no matter what. He also reveals that there were actually four survivors not two: the boss's wife and child also escaped.
His story is interupted by Jingweon assassins who've been trailing Kiryu. He and Sayama defeat them, but are not fast enough to stop them from killing Park. Before Sayama can question the defeated assassins, they all die mysteriously.
Chapter 11 - The Osakan Castle
Sayama tells the boys that she believes she must be the child who survived the mssacre. Kiryu admits that he was present at the massacre: he was 12, and followed Kazama back to Tokyo after a visit to Sunflower Orphanage. Kazama murdered the Jingweon Boss in order to protect him, meaning his may have caused her father's death.
He offers to allow her to kill him, but she tells him killing him would fix nothing, and leaves to get some space.
He and Nishiki talk about Kazama, and his complicated legacy, but they're interupted by a Sengoku man, who stabs Kiryu and reveals that Mariko has been kidnapped. Nishiki kills the man and carries an injured Kiryu back to Aoi, where the Mama fixes him up. He and Nishiki agree that it's dangerous for Sayama to be alone, so Nishiki goes to find her, while Kiryu goes to rescue Mariko.
Kiryu breaks into Sengoku HQ and fights his way to the Patriarch, who reveals that he's got pet tigers that Kiryu is forced to fight. He wins and retrieves Mariko, while Sengoku runs away.
He runs straight into Ryuji, asking him for help, but Ryuji murders him for being a coward, throwing him out of a top-floor window.
Chapter 12 - Squaring Up
Nishiki finds Sayama, and they have a heart-to-heart about fucked up families and cycles of violence. She admits that one of the reasons she thinks she's Kim's daughter is that people keep dying around her, and she's worried she might not be human.
Eventually, they head back to Aoi to meet up with Kiryu and Mariko just as Kiryu gets a call from the Kawara, who tells them Date's boss, Karuhashi, is actually Yeongmin Ji, and has been working with the Jingweon. The Florist uncovered this, but the mole reported it to the cops, and Kurahashi has taken the Florist and Date hostage, and is demanding Kiryu and Sayama come to meet him.
The gang rushes back to Tokyo and go to Millenium Tower, along with Kawara, and a fight breaks out. Sayama manages to kill Ji, but not before he shoots Kawara in the chest.
Kawara calls to her and as he dies, he admits that Suyeon is her mother, but her father wasn't Kim. After rescuing her, he and Suyeon fell in love, and she bore him a child, Sayama. However the Jingweon leader, Kim, hadn't been permantly killed, and after returning to earth, her tracked her down and killed her for 'betraying' him. Fearing for her life, Kawara gave Sayama up, getting his friend Bessho to find her an adoptive family in Osaka.
After the loss, he dedicated himself to eliminating the Jingweon, which is why he has a reputation as a killer cop.
Weeping, Sayama says goodbye to her father as he dies in her arms.
Chapter 13 - The Go-Ryu March
Sayama wants to head straight back to Osaka, but Nishsiki persuades her to get a night's sleep first, so she doesn't do anything reckless. Reluctantly, she agrees, and chooses to spend the night in his apartment, rather than Serena. Left alone, Kiryu tells Mariko to leave town for a few days, and heads over to Purgatory to talk battle plans for Ryuji's coming attack.
The next day, they find that Kazuki is awake. They call in Sayama and Nishiki, and go visit him. He tells them that he heard the Jingweon talking while he was imprisoned, and they're planning to set off bombs around Kamurocho at the same time as the Go-Ryu attack.
Sayama says she needs to go back to Osaka to begin decoding the files the Florist took from Ji, to try and find her half-brother and Kim. Nishiki offers to go with her, but she tells him that Kamurocho needs his protection more than she does, and leaves.
Kiryu, Nishiki, and Majima go to Tojo HQ, and they hash out a plan to protect Kamurocho.
The next night, the Majima family begin sweeping the neighbourhood, finding and defusing the bombs, while the Kazama and Nishikiyami families, along with Kiryu, Daigo, and Nishiki defend the city. Just as it seems like they're going to be completely overrun, the Kijin show up to help out, and combined they manage to turn the tide.
Their victory is hardwon, however, and they're left in no state to defend again the next night. ThenRyuji appears and offers Kiryu a deal: face him one-on-one the following night, in a fight to the death, to detirmine the fate of Kamurocho. Seeing no other option, Kiryu accepts.
Chapter 14 - Of Blood and Bonds
Sayama returns, saying she hadn't found anything useful, but Nishiki had told her about the duel, and she had to come back. She pleads with Kiryu not to go, since he could be killed, but he says that it's his life or the whole Tojo. Daigo says that it should be him to fight, since he's the actual dragon, and the one who's part of the Tojo, but Kiryu tells him the Clan needs him too much to risk, unlike Kiryu.
Seeing he can't be persuaded, Sayama tells him her boss Bessho has come to Tokyo as well, and has information he needs to hear, and tells him to meet him in Purgatory.
Kiryu takes Nishiki and Date and heads for the meeting, but instead of Bessho, he finds Majima, who has a letter from Sayama for him. In the letter, she explains that Ryuji is actually her half-brother, which is why she cannot allow Kiryu to kill him. She's gone alone to try and talk him down.
Furious, Nishiki demands to know why Majima had let her go, but Majima says that she can make her own choices, and he's not going to get involved in other people's family drama.
Chapter 15 - Endgame
Date leaves to get police back-up, while Kiryu and Nishiki rush to Kamurocho Hills.
After fighting their way through a group of Jingweon, they arrive at the Hills at the same time as Daigo. Together, they ascend the skeletal tower, to find Sayama, Ryuji, and Chairman Goda, who Ryuji had the whole time.
Sayama tells him everything, including the fact that his powers are not those of a dragon but a jeoseungsaja, but although Ryuji is shocked, he refuses to back down, and Kiryu is forced to face him.
The battle is long and hard, but Kiryu eventually eeks out a victory. However, before they can resolve anything, Jingweon grunts arrive and surround them, lead by Terada Yukio. He reveals that he's actually Kim. His actions the previous year had been intended to get Kiryu to make him the new Tojo Chairman, so he could destroy them from within, but when Kiryu made Yayoi Chairman instead, he staged the assassination attempt on Yayoi and encouraged Ryuji's insanity, in order to trigger a gang war which would wipe out the Tojo, because Kazama, Shimano, and Dojima's deaths mean they can't be held accountable, so now he's coming for the entire Clan.
Frustrated at every turn, he's decided he's just going to kill Kiryu, and use the Jingweon to massacre the Tojo leadership. Daigo leaps forward to attack, and Terada dodges, and says he had been considering sparing Yayoi, since he knows she was Dojima's victim rathe rather than conspirator, but Daigo just changed his mind.
Back at Tojo HQ, Yayoi collapses.
Enraged, Daigo attacks Teraded again, while Kiryu, Nishiki, and Sayama attack the Jingweon men. Although they manage to fight their way through his support, Terada is too powerful even for Daigo's dragon powers. He seemingly kills Kiryu, and Chairman Goda, seeing this, reveals that he's been writing prayer slips in secret and tries to banish Terada, which weakens him, but he just pulls out a gun and shoots Goda.
The Florist calls Majima and warns him that his cameras have picked up the Jingweon placing another bomb at the base of the tower, so he grabs his bat and sets out to break some heads.
Sayama takes advantage of his distraction, attacking him, but even weakened he's too strong, and he's about to kill her, but before he can, Ryuji leaps in to save his sister, using his own reaper powers to kill his father permanently.
Nishiki and Sayama rush to Kiryu's side, but find he's okay: Ryuki had taken the attack for him but is now dying.
She emerges from his body, to die in his arms, when there's a blaze of light and a second dragon appears. Yatoi Dojima, freed from her chains by death, returned to her true form. Kiryu begs her to save Ryuki, but she says that in men's world, consequences cannot be undone. However, she can take Ryuki back to the Dragon Palace with her. There she will be able to live forever, but she will not be able to leave, meaning Kiryu won't ever see her again.
As Kiryu says goodbye to the only mother he's ever known, Majima calls up to let them know he wasn't able to stop the Jingweon placing the bomb, and he doesn't know if he can defuse it, so the tower might be able to blow.
Daigo challenges Ryuji, saying that now he has to admit who the real dragon is, but Ryuji says that since it turns out he's not a dragon, he doesn't need to fight him. He's not going to go to jail - he wants to go down fighting, and Kiryu is the one he wants to do it with.
Sayama insists she's not leaving them, and Nishsiki says the same. Daigo says he won't either, but Nishiki tells him the Clan needs him now, and traps him in an elevator back down the tower.
Kiryu and Ryuji fight again, exhausted but brutal, but Kiryu eventually previals. Both of them collapse, Nishiki running to Kiryu and Sayama to Ryui. Ryuji succumbs to his wounds, dying in his sister's arms. Kiryu passes out as Nishiki and Sayama kiss, waiting to die as a the bomb ticks down below.
Epilogue Kiryu wakes up in hospital, to find Majima at his bedside.
Confused how he survived, Majima explains that Daigo came into his full dragon powers, and was able to destroy the bomb a second before it exploded. He's way too busy which Chairman shit to visit, but Sayama and Nishiki have been in every day, even though Nishiki is not Tojo Captain, and Daigo sent the flowers by his bedside.
There's also a porn mag and a bottle of vodka, which Majima says was Nishitani's idea of a get well soon gift.
As he's talking, Nishiki and Sayama arrive, and it's hugs all around.
Cut to Daigo visiting. They discuss Sohei, and Kiryu finaly tells him the truth, only to discover Nishiki beat him to it. Daigo says he's made his peace with it - seeing his mother's true form, he realised just what a monster his father was, so he doesn't blame them for killing him. He then asks Kiryu if he'll stay on as advisor. Kiryu refuses, but says he has a suggestion for someone who'd be much better at it, and has the manpower the Clan needs if it's going to rebuild.
Later, Nishiki says goodbye to Sayama at the station. He assumes it's goodbye forever, since she's a cop and all, but she tells him she's Osaka PD: as long as he sticks to Tokyo, what he does in his free time isn't her problem, and kisses him.
She gets back to Osaka, exhausted, and makes her way to Aoi. When she hears a voice inside, she draws her gun, thinking her mother has been attacked. Instead, she finds Ryuji sitting at the bar being fussed over, and he tells her maybe he's not as human as he thought.
Finally, Majima and Kiyu act on their feelings and spend the night together. They spend several days together, barely leaving Majima's apartment, but eventually Majima admits that he knows Kiryu is leaving. Kiryu says he'd ask him to come, if he thought Majima would say yes, but Majima says that he's been dead too long to change. The Tojo is his home, and he can't keep running from it, however much he wants to. It's too much a part of him.
Cut to Kiryu, arriving in Okinawa. He gets a taxi out to the small town, and starts to ask around about someone who looks like Yumi, only to hear a voice behind him says "Uncle Kaz!" and turn to find Haruka and Yumi.
In the 80s, Jiro Kawara witnesses the murder of Daejin Kim by Kazama Shintaro. He runs through the now-burning building and finds Kim's wife, Suyeon Jung, and her baby, preparing to jump from the window rather than burn. Kawara stops her and helps her escape.
In 2006, the Tojo Chairman, Dojima Yayoi, is visiting her husband's grave when she is attacked by a group of Omi Alliance assassins. She is shot, seemingly fatally.
The next day at Tojo HQ, a meeting is held to discuss the assassination. Yayoi survived, because she's a Dragon, and is detirmined to go ahead a planned Tojo-Omi peace treaty, despite her son Dojima Daigo's objections. Nishikiyama Akira offers to take the treaty to Osaka, but she refuses out of distrust of him, and instead charges her son with the task.
Cut to Kiryu Kazuma working for Majima Construction, doing some exposition shit about Kamurocho Hills and the changed in ownership of Purgatory. Also we get a reminder that Majima Goro is supposedly from Osaka, and spent a lot of time in Sotenbori.
He clocks out and returns to Serena, and talks with Keisuke Mariko. Unexpectly, Tojo men arrive and sweep the place. Kiryu sends Mariko away as Yayoi arrives. She asks Kiryu if he will go with Daigo to protect him. He agrees, but says that in light of the assassination, perhaps more than one person is needed. She tells him to do whatever he thinks necessary.
Chapter 2 - The Girl with the Hannya Tattoo
Daigo is not impressed to arrive at the station to find Kiryu waiting, and even less impressed to find Majima with him, but they don't give him a choice, and get on the train.
They arrive in Sotenbori and Daigo goes straight to the hotel, while Kiryu and Majima decide to get the lay of the land. They hear that there's some weird stuff going on with The Grand, but Majima refuses to go in to investigate.
As they're walking around, they suddenly meet Nishitani Homare, who Majima believed was dead. He tells Nishitani he owes him a fight and he'll meet him at the location shortly.
At the warehouse Nishitani chose, Majima arrives in a wedding dress, fully Atsuko and fully Onryo, and she kills Nishitani. After he comes back, she tells him who she is, and then murders him again. Kiryu decides to leave them too it and goes to get a drink.
Eventually, Atsuko gets bored of killing him, so Majima and Nishitani join Kiryu in the bar and get pissed. The vibes are insane, and Kiryu leaves because he realises he's a third wheel. Majima and Nishitani get more sloshed, and go back to Nishitani's appartment to fuck like crazy.
Chapter 3 - The Dragon of Kansai
Kiryu does some sidequest stuff, then decides to go follow up on the lead about the Grand.
After figuring out how to get into the VIP section, he encounters Goda Ryuji, Patriarch of the Go-Ryu Clan. Kiryu chats with Ryuji without revealing his real identity, and learns about Ryuji's dragon nonsense - in brief, he believes he has a dragon spirit due to his mysterious powers, and says there can only be one dragon in Japan, so the Dragon of Dojima will have to die. Kiryu beats Ryuji's subordinates, and Ryuji tells him Kamurocho is in for some fireworks tonight.
Unsettled, Kiryu leaves but walks past an large outside screen just in time to watch breaking news report: a bomb has been detonated in Millenium Tower, destroying the Kazama Family's new office, and injuring Kashiwagi Osamu.
Chapter 4 - The Yakuza Eater
We are introduced to Sayama Kaoru as she arrests a Yakuza. Back at HQ, her boss Bessho tells her the former Tojo Chairman, Kiryu, is in Osaka, and Tokyo Division 4 have asked them to protect him, since his death would be sure to trigger an all-out gang war. Bessho is wary of giving Sayama the job, as she has history with the Tojo, but reluctantly allows himself to be persuaded.
The boys travel to Omi HQ, where they meet with the Omi Chairman Goda Jin and his Chief of HQ Terada Yukio, who assisted Kiryu and Kazama during the events of the previous year. Despite objections from some younger Patriarchs, and Daigo being a little shit, the treaty is signed.
However, Goda's adopted son Ryuji sudenly bursts in with his Clan, and announces that he's staging a coup, and the Sengoku Family reveal they're working with him.
The boys fight their way out (Kiryu beating up the Sengoku Patriarch on his way) and manage to get Chairman Goda away from the Go-Ryu men who were kidnapping them, but Ryuji appears. Kiryu orders Majima and Daigo to get the Chairman to safety, while Kiryu distracts Ryuji.
As they're leaving, Majima is shot by a Go-Ryu man just as the cops show up, and he sends Daigo and the Chairman off alone, before being arrested.
Meanwhile, Kiryu faces down against Ryuji. He gets the upper hand, but the fight is interupted by the arrival of Osaka Division 4 who begin arresting people. Sayama arrests Kiryu, and takes him away personally.
Chapter 5 - Omi's Four Kings
At Tokyo PD HQ, Date Makoto meets with Karawa, who explains that they believe the owner of Stardust, Kazuki, has ties to the Korean Mafia and is known to have met with Ryuji shortly before the attempt of Yayoi's life, and they want Date to come out of retirement to work with them, since he is friends with the guy and can get close to him.
Meanwhile in Osaka, Sayama explains to Kiryu that he's in protective custody rather than real custody. But as they're talking, she's shot by a sniper on a nearby rooftop. Kiryu asks her where the nearest hospital is, but she tells him to take her to Aoi, before passing out.
Kiryu gets her to the bar and helps Sayama Tamiyo to fix her up. While she's asleep, Tamiyo tells her about Sayama believing her mother was killed by the Tojo.
Kiryu goes to start investigating, and remembering that Majima told him Hostesses hear everything, heads to Club Four Shine, where he meets Yuki. She mistakes him for the new manager, and when he clears up the confusion he mentions knowing Majima. Yuki, certain any friend of Majima is a friend of hers, asks him to fill in for the manager, which he agrees to. After the shift, she gives him some backstory on the Omi and Terada.
Returning to Aoi after his shift, Kiryu finds Sayama awake. She tells him the bullet is unusual, and she suspects the intention was to wound rather than kill her. She says if they want to know more, they need to speak to an information broker in town, but she's too hurt to move, so Kiryu will have to do it.
Kiryu does some nonsense and gets into the elite Majhong parlour. Esaki tells him the sniper must be connected to the Terada Family, since they control weapon smuggling from Korea, and the bullet comes from a Korean gun. As Kiryu is about to leave, Esaki gets a phone-call telling him there's a ¥100,000,000 bounty on his head, and he's forced to fight his way out.
Meanwhile, Majima is released from jail by Nishitani, who still controls a lot of the cops in Sotenbori, and goes back to Nishitani's place. He calls Kiryu, who tells him to rest up and they'll meet up the next day. After he hangs up, Nishitani tells Majima about the bounty, and that it was put out by Sengoku Toranosuke.
Kiryu returns to Aoi and eavesdrops on a conversation between the Sayamas, in which Kaoru reveals she's planning to use Kiryu as her in to investigate the Tojo and find out if they killed her birth-mother. She then gets a call from Bessho, who tells her that Daigo and Chairman Goda were kidnapped on their way out of Osaka. They don't know who, but witnesses say the attackers were foreigners, and the car they used had Kamurocho liscence plates. Kiryu says he's going back to Kamurocho, and Sayama insists she's coming with him, despite her injuries.
Chapter 6 - A Hidden Past
Kiryu and Sayama arrive at the arranged meeting place with Majima, and find Nishitani and a Kijin Clan car, because Nishitani has decided he's not letting his boy go so soon after getting him. Cue an extremely awkward six hour drive.
They arrive back at Serena, and Sayama is wiped out. Kiryu tells her to rest while he goes to Tojo HQ to check in with Yayoi. Meanwhile, Majima takes Nishitani back to Purgatory to show off a bit.
Kiryu meets with Yayoi and fills her in. She's suspicious of Majima and even more suspicious of Nishitani, but accepts that they're here to help, and that if Majima will agree to assist them, he has the men the Tojo lacks. She reveals that she asked him to get involved because she fears there are turncoats in the Clan, and charges him with rescuing Daigo and preserving the peace.
Kiryu meets back up with Yayoi and reveals that he knows she'd followed him. Then he takes her to Purgatory to ask Majima if he'll lend the Tojo his manpower, and Majima agrees on the condition that Kiryu fight him and Nishitani in the colliseum, which he does, while Sayama watches.
Chapter 7 - Plots and Schemes
Date and Kawara go to Stardust to meet with Kazuki. They reveal that the bar is going to be raided by the cops, playing it like Date helping out a friend, to spook him and see what he does, which is do a runner.
Meanwhile, Kiryu and Sayama are investigating Daigo's kidnapping, and investigating foreign gangs leads them to an abandonned building, where they have to fight through multiple Koreon gangsters on their way up through the building. Eventually they make it to the roof where they find Date and Kawara along with two Kazukis.
Sayama hangs back while Kiryu tries to intervene, but the fake Kazuki and Kawara both have guns, and it all goes sideways. Kazuki and Kawara are both shot, while Sayama shoots the fake Kazuki, who is revealed in death to be a Doppleganger. Sayama stays behind to stall the cops, while Kiryu and Date get the gunshot victims to Dr Emoto's Clinic.
While Kazuki is in surgery, Date tells Kiryu about Kawara being a 'killer cop'. Meanwhile, Sayama arrives at the clinic and talks to Kawara, who tries to question her about why she's in Tokyo, but she dodges the question.
Just as Kiryu and Date get back, they clinic is attacked by two Korean thugs, who Kiryu and Sayama fight off.
Kiryu calls Majima to send some boys down to guard the clinic, and since Kawara says he has stuff to tell them that he can't say in public, they go to Purgatory and had their conversation in Majima's office. Kawara tells him that the 'foreign gang' is the Jingweon Mafia, who have serious beef with the Tojo due to a gang war in the 1970s which ended with the Jingweon Mafia. He also tells them that part of why the Tojo went all out on the murder like that was because the mafia was lead by a Jeoseungsaja who had defected from the Underworld to live on earth.
After the cops have left, and Kiryu has arranged that Kazuki will be moved to Purgatory as soon as he's stable, Sayam tells Kiryu that due to the dates, her parents might have been part of the Jingweon mafia. Kiryu promises that he'll do whatever he can to help her find the truth, since he understands how important it is to know your history.
Kiryu leaves Sayama at Serena with Keisuke Mariko while he goes to Nishikiyama Akira's apartment. He asks him straight up if he's involved with the Go-Ryu, and Nishiki swears that he isn't. Kiryu believes him, and tells him that he's going to need his help.
Chapter 8 - Suspect Kiryu is woken up by Date and Kawara breaking into Serena. They reveal that Date is wanted for murder, due to doctored footage of the shoot-out being sent to the police. They reveal that the footage was submitted by the Florist of Sai, who has returned to working for the police as a contractor.
Sayama is not thrilled to have Nishiki joining them when they visit the Florist, but Kiryu insists he can be trusted. At Millenium Tower, the Florist tells them he has a mole who submitted the footage without permission, but he doesn't know who it is.
As they're talking, one of his men says he's got a bead on Daigo, but the power suddenly goes out. The gang head down into the basement to restore it, and are forced to fight Hayashi, one of Ryuji's liutenants. Sayama strikes the final blow, and Hayashi has a heart-attack and dies.
Disturbed by victorious, the gang return to the Florist, but someone has placed a worm in his system during the distraction which is cutting his network access. Sayama succeeds in restoring it, using her tech background, and Nishiki comments on how impressive she is. With full access restoried, the Florist is able to identify that Daigo is being held in Shangri-La, which is currently abandonned. It was repaired and reopened, but then Majima went on a rampage through it when he learned they were forcing women to work there, killing the customers and owners, and it's been abandonned ever since.
The gang rush over and fight their way through the guards. Upstairs, they find Daigo and free him, but Chairman Goda is nowhere to be seen.
While Nishiki takes Daigo back to Tojo HQ, Kiryu and Sayama visit Kashiwagi to ask about the Jingweon. Kashiwagi explains that Dojima waited until the Jingweon were having a party, and then sent his two strongest men, Kazama and Shimano Futoshi, who was still a Dojima subsidiary back then, to take them all out in one go. This massacre was what allowed the Dojima to become the most powerful family, and paved the way for Shimano's independance. He also reveals that at least two people survived, because Kazama and Sayama's boss Bessho, then part of Tokyo Division 4, helped him to hide the survivors.
Chapter 9 - The Omi Invasion
While Sayama returns to Osaka to confront Bessho, Ryuji finally rears his head again, arriving at Tojo HQ to demand a meeting with Yayoi.
Despite the warnings of her men, she allows him in alone. She tells him that if he was really a dragon, he would have better manners than to attack an injured old woman, and Ryuji tells her he will give her three days grace to get her house in order before attacking, out of respect for her.
However, he's not the only traitor, and that night Sengoku and his men attack. Majima's boys, along with Kiryu and Nishitani, repel the attack while the Nishikiyama family guard Tojo HQ. But although Nishiki was genuine when he professed loyalty, many of his men were not, and his Captain, Shino Koji, tries to lead a coup. The Nishikiyama family splits and fight one another, but Nishiki's loyal men eventually prevail, and Daigo kills Shindo, saving Nishiki's life.
Chapter 10 - Survivors
Kiryu and Nishiki head for Osaka, and Nishitani reluctantly goes with them, saying the Kijin are going to be needed to get the Omi's house in order when this is over.
The boys meet up with Sayama at Aoi, where she fills them in on what Bessho told her. The police had known the massacre was coming, but allowed it to happen in order to end the gang war. However, this fucked with Bessho, and out of guilt he helped Kazama hide two survivors. He lost track of two of them, but knows how they can find the third one.
His lead sends them to a Shoji parlour that's closed until the next day, so the gang decide to go out drinking in Sotenbori and bond.
The next day they meet the survivor, Heojong Park, at the Shogi parlour. He reveals that the other survivor was Yeongmin Ji, who he believes has rejoined the Jingweon and is helping them get their revenge. The Jingeo have an 'iron creed' that death must always be repaid with death, no matter what. He also reveals that there were actually four survivors not two: the boss's wife and child also escaped.
His story is interupted by Jingweon assassins who've been trailing Kiryu. He and Sayama defeat them, but are not fast enough to stop them from killing Park. Before Sayama can question the defeated assassins, they all die mysteriously.
Chapter 11 - The Osakan Castle
Sayama tells the boys that she believes she must be the child who survived the mssacre. Kiryu admits that he was present at the massacre: he was 12, and followed Kazama back to Tokyo after a visit to Sunflower Orphanage. Kazama murdered the Jingweon Boss in order to protect him, meaning his may have caused her father's death.
He offers to allow her to kill him, but she tells him killing him would fix nothing, and leaves to get some space.
He and Nishiki talk about Kazama, and his complicated legacy, but they're interupted by a Sengoku man, who stabs Kiryu and reveals that Mariko has been kidnapped. Nishiki kills the man and carries an injured Kiryu back to Aoi, where the Mama fixes him up. He and Nishiki agree that it's dangerous for Sayama to be alone, so Nishiki goes to find her, while Kiryu goes to rescue Mariko.
Kiryu breaks into Sengoku HQ and fights his way to the Patriarch, who reveals that he's got pet tigers that Kiryu is forced to fight. He wins and retrieves Mariko, while Sengoku runs away.
He runs straight into Ryuji, asking him for help, but Ryuji murders him for being a coward, throwing him out of a top-floor window.
Chapter 12 - Squaring Up
Nishiki finds Sayama, and they have a heart-to-heart about fucked up families and cycles of violence. She admits that one of the reasons she thinks she's Kim's daughter is that people keep dying around her, and she's worried she might not be human.
Eventually, they head back to Aoi to meet up with Kiryu and Mariko just as Kiryu gets a call from the Kawara, who tells them Date's boss, Karuhashi, is actually Yeongmin Ji, and has been working with the Jingweon. The Florist uncovered this, but the mole reported it to the cops, and Kurahashi has taken the Florist and Date hostage, and is demanding Kiryu and Sayama come to meet him.
The gang rushes back to Tokyo and go to Millenium Tower, along with Kawara, and a fight breaks out. Sayama manages to kill Ji, but not before he shoots Kawara in the chest.
Kawara calls to her and as he dies, he admits that Suyeon is her mother, but her father wasn't Kim. After rescuing her, he and Suyeon fell in love, and she bore him a child, Sayama. However the Jingweon leader, Kim, hadn't been permantly killed, and after returning to earth, her tracked her down and killed her for 'betraying' him. Fearing for her life, Kawara gave Sayama up, getting his friend Bessho to find her an adoptive family in Osaka.
After the loss, he dedicated himself to eliminating the Jingweon, which is why he has a reputation as a killer cop.
Weeping, Sayama says goodbye to her father as he dies in her arms.
Chapter 13 - The Go-Ryu March
Sayama wants to head straight back to Osaka, but Nishsiki persuades her to get a night's sleep first, so she doesn't do anything reckless. Reluctantly, she agrees, and chooses to spend the night in his apartment, rather than Serena. Left alone, Kiryu tells Mariko to leave town for a few days, and heads over to Purgatory to talk battle plans for Ryuji's coming attack.
The next day, they find that Kazuki is awake. They call in Sayama and Nishiki, and go visit him. He tells them that he heard the Jingweon talking while he was imprisoned, and they're planning to set off bombs around Kamurocho at the same time as the Go-Ryu attack.
Sayama says she needs to go back to Osaka to begin decoding the files the Florist took from Ji, to try and find her half-brother and Kim. Nishiki offers to go with her, but she tells him that Kamurocho needs his protection more than she does, and leaves.
Kiryu, Nishiki, and Majima go to Tojo HQ, and they hash out a plan to protect Kamurocho.
The next night, the Majima family begin sweeping the neighbourhood, finding and defusing the bombs, while the Kazama and Nishikiyami families, along with Kiryu, Daigo, and Nishiki defend the city. Just as it seems like they're going to be completely overrun, the Kijin show up to help out, and combined they manage to turn the tide.
Their victory is hardwon, however, and they're left in no state to defend again the next night. ThenRyuji appears and offers Kiryu a deal: face him one-on-one the following night, in a fight to the death, to detirmine the fate of Kamurocho. Seeing no other option, Kiryu accepts.
Chapter 14 - Of Blood and Bonds
Sayama returns, saying she hadn't found anything useful, but Nishiki had told her about the duel, and she had to come back. She pleads with Kiryu not to go, since he could be killed, but he says that it's his life or the whole Tojo. Daigo says that it should be him to fight, since he's the actual dragon, and the one who's part of the Tojo, but Kiryu tells him the Clan needs him too much to risk, unlike Kiryu.
Seeing he can't be persuaded, Sayama tells him her boss Bessho has come to Tokyo as well, and has information he needs to hear, and tells him to meet him in Purgatory.
Kiryu takes Nishiki and Date and heads for the meeting, but instead of Bessho, he finds Majima, who has a letter from Sayama for him. In the letter, she explains that Ryuji is actually her half-brother, which is why she cannot allow Kiryu to kill him. She's gone alone to try and talk him down.
Furious, Nishiki demands to know why Majima had let her go, but Majima says that she can make her own choices, and he's not going to get involved in other people's family drama.
Chapter 15 - Endgame
Date leaves to get police back-up, while Kiryu and Nishiki rush to Kamurocho Hills.
After fighting their way through a group of Jingweon, they arrive at the Hills at the same time as Daigo. Together, they ascend the skeletal tower, to find Sayama, Ryuji, and Chairman Goda, who Ryuji had the whole time.
Sayama tells him everything, including the fact that his powers are not those of a dragon but a jeoseungsaja, but although Ryuji is shocked, he refuses to back down, and Kiryu is forced to face him.
The battle is long and hard, but Kiryu eventually eeks out a victory. However, before they can resolve anything, Jingweon grunts arrive and surround them, lead by Terada Yukio. He reveals that he's actually Kim. His actions the previous year had been intended to get Kiryu to make him the new Tojo Chairman, so he could destroy them from within, but when Kiryu made Yayoi Chairman instead, he staged the assassination attempt on Yayoi and encouraged Ryuji's insanity, in order to trigger a gang war which would wipe out the Tojo, because Kazama, Shimano, and Dojima's deaths mean they can't be held accountable, so now he's coming for the entire Clan.
Frustrated at every turn, he's decided he's just going to kill Kiryu, and use the Jingweon to massacre the Tojo leadership. Daigo leaps forward to attack, and Terada dodges, and says he had been considering sparing Yayoi, since he knows she was Dojima's victim rathe rather than conspirator, but Daigo just changed his mind.
Back at Tojo HQ, Yayoi collapses.
Enraged, Daigo attacks Teraded again, while Kiryu, Nishiki, and Sayama attack the Jingweon men. Although they manage to fight their way through his support, Terada is too powerful even for Daigo's dragon powers. He seemingly kills Kiryu, and Chairman Goda, seeing this, reveals that he's been writing prayer slips in secret and tries to banish Terada, which weakens him, but he just pulls out a gun and shoots Goda.
The Florist calls Majima and warns him that his cameras have picked up the Jingweon placing another bomb at the base of the tower, so he grabs his bat and sets out to break some heads.
Sayama takes advantage of his distraction, attacking him, but even weakened he's too strong, and he's about to kill her, but before he can, Ryuji leaps in to save his sister, using his own reaper powers to kill his father permanently.
Nishiki and Sayama rush to Kiryu's side, but find he's okay: Ryuki had taken the attack for him but is now dying.
She emerges from his body, to die in his arms, when there's a blaze of light and a second dragon appears. Yatoi Dojima, freed from her chains by death, returned to her true form. Kiryu begs her to save Ryuki, but she says that in men's world, consequences cannot be undone. However, she can take Ryuki back to the Dragon Palace with her. There she will be able to live forever, but she will not be able to leave, meaning Kiryu won't ever see her again.
As Kiryu says goodbye to the only mother he's ever known, Majima calls up to let them know he wasn't able to stop the Jingweon placing the bomb, and he doesn't know if he can defuse it, so the tower might be able to blow.
Daigo challenges Ryuji, saying that now he has to admit who the real dragon is, but Ryuji says that since it turns out he's not a dragon, he doesn't need to fight him. He's not going to go to jail - he wants to go down fighting, and Kiryu is the one he wants to do it with.
Sayama insists she's not leaving them, and Nishsiki says the same. Daigo says he won't either, but Nishiki tells him the Clan needs him now, and traps him in an elevator back down the tower.
Kiryu and Ryuji fight again, exhausted but brutal, but Kiryu eventually previals. Both of them collapse, Nishiki running to Kiryu and Sayama to Ryui. Ryuji succumbs to his wounds, dying in his sister's arms. Kiryu passes out as Nishiki and Sayama kiss, waiting to die as a the bomb ticks down below.
Epilogue Kiryu wakes up in hospital, to find Majima at his bedside.
Confused how he survived, Majima explains that Daigo came into his full dragon powers, and was able to destroy the bomb a second before it exploded. He's way too busy which Chairman shit to visit, but Sayama and Nishiki have been in every day, even though Nishiki is not Tojo Captain, and Daigo sent the flowers by his bedside.
There's also a porn mag and a bottle of vodka, which Majima says was Nishitani's idea of a get well soon gift.
As he's talking, Nishiki and Sayama arrive, and it's hugs all around.
Cut to Daigo visiting. They discuss Sohei, and Kiryu finaly tells him the truth, only to discover Nishiki beat him to it. Daigo says he's made his peace with it - seeing his mother's true form, he realised just what a monster his father was, so he doesn't blame them for killing him. He then asks Kiryu if he'll stay on as advisor. Kiryu refuses, but says he has a suggestion for someone who'd be much better at it, and has the manpower the Clan needs if it's going to rebuild.
Later, Nishiki says goodbye to Sayama at the station. He assumes it's goodbye forever, since she's a cop and all, but she tells him she's Osaka PD: as long as he sticks to Tokyo, what he does in his free time isn't her problem, and kisses him.
She gets back to Osaka, exhausted, and makes her way to Aoi. When she hears a voice inside, she draws her gun, thinking her mother has been attacked. Instead, she finds Ryuji sitting at the bar being fussed over, and he tells her maybe he's not as human as he thought.
Finally, Majima and Kiyu act on their feelings and spend the night together. They spend several days together, barely leaving Majima's apartment, but eventually Majima admits that he knows Kiryu is leaving. Kiryu says he'd ask him to come, if he thought Majima would say yes, but Majima says that he's been dead too long to change. The Tojo is his home, and he can't keep running from it, however much he wants to. It's too much a part of him.
Cut to Kiryu, arriving in Okinawa. He gets a taxi out to the small town, and starts to ask around about someone who looks like Yumi, only to hear a voice behind him says "Uncle Kaz!" and turn to find Haruka and Yumi.
