Kage (a.k.a. The Florist of Sai)
A former police officer turned information broker.
He was the primary owner of Purgatory until 2006, when it was purchased by Majima Goro, at which point he returned to working with the police, from an office within Millenium Tower.
He primarily uses surveillance technology, hacking into CCTV and traffic cameras accross the district, combined with a network of unhoused people. Although he is Human, he employs many monsters and yokai, including Hyakume, Mokumokuren, and Geya Nyūdō.
His name comes from the fact that he would deliver information to customers on cards attached to bouquets of flowers, to conceal the delivery.
