Royal Cloak

The royal cloaks are time-honored tradition for royal family members of the Itude Empire that come of age. Each member takes the practice of capturing a werewolf and skinning it alive while in its wolf form. Each cloak has a unique design that compliments the one who made it. Besides obtaining the wolf fur, the family member must also choose other fabrics from velvet, silk, or linen to finish its design.
Proficiency with either Wisdom, Intelligence, or Charisma increases by four for as long as you wear this item, while your resistance to cold damage increases by three.

Ownership
There are no laws regarding if somone can outside the royal family can make their own cloak, but it is to be noted that cheaper fabrics, such as wool, must be used in place of the fabrics used in the royal cloaks.

Some tailors have made a name for themselves by making copies of the royal cloaks, although skinning the wolves alive by hand is done in dungeons by various soldiers, willing to make a few extra
Itudean Silver by selling off the furs. This can be pricey in itself as buying the furs off the soliders has the potential to run a tailor out of business.
The selling of wolf furs is considered a delicacy and can make the cloaks extra pricey on the shelves, and werewolves are disugsted by the sights of these cloaks. One cloak usually runs one person fifty
Storms coins due to the labor of chaining a wolf down and keeping them alive while skinning them.
While many vampiric countries face racism from werewolf communities, they refuse to trade the cloaks with other cultures due to putting those communities and countries in danger. Even using faux fur could stir up a riot.
