Tier III - W
A disciplined and tradition-heavy Black street gang rooted in Washington Park. Tied to voodoo power, revolutionary ideals, and a code of honor, the Grand Dukes blend street force with spiritual protection. They see themselves as guardians of both territory and legacy—defenders of the old ways, even as the city tries to forget them.

“We guard the bones and the fire. We are not the first—and we won’t be the last.”
The Grand Dukes, Keepers of the Park
Marcus “Stomp” Ellison – bruiser, ex-boxer, leads Kwan’s Brigade in on-the-ground enforcement

Turf

Washington Park (HQ) – Sacred and symbolic ground; Denzel’s pigeons fly watch over it from above.
Haynerd Apartments – Used as safehouse, staging zone, and ritual center.
Pritchard Storefront (backroom) – Kwan’s informal classroom, armory, and planning space.

Notable Assets

Strong voodoo traditions preserved through Justin’s bloodline.
Kwan’s Brigade – an elite unit of loyal brawlers, strategists, and hardline political soldiers.
Pigeon relays and rooftop lines across Washington Park for secure messages.
Ancestral shrine complex in the basement of Haynerd Apts., imbued with Veil resonance.

Quirks

Kwan wears traditional African garb and teaches Pan-African history to new recruits.
Justin’s mother is a feared spiritualist—she blesses gang leaders and curses rivals.
Every soldier receives a protective charm before their first operation.
They conduct “Cleansing Marches” after major operations to purge bad spirits.

Situation

The Grand Dukes are locked in a bloody turf war with the Maniacs, who threaten their control of Washington Park and have no respect for spiritual boundaries. Denzel leads with a calm, commanding presence, but Kwan is pushing for militarization, structure, and a radical identity shift—more Black liberation militia than street crew. Justin binds the spiritual side, acting as the soul of the gang. They’ve survived this long because of their discipline—and they’re about to show the city why fear alone won’t win a war.
