Hiveworld Tyrannus
The planet is not completely covered like Holy Terra, but instead consists of a handful of smaller hives. Each of the largest hive cities is ruled by a single family, with each city considering themselves a corporation that needs to compete with the other. The smaller hive cities all declare allegiance to one family or another, or perhaps multiple in secret. It's a tug-of-war of dominance that has gone on for as long as Imperial records stretch.
In fact, even the gangs on the lowest, most desolate of levels in each city have some degree of loyalty to their own hive and none to the others. They prefer to raid the cities of other families, all to make sure theirs remains the most dominant. After all, the gang who rules the underworld of the most powerful hive city, might one day rule the entire planet.
