The casino is full of debauchery and greed. Many people lose their fortune in this casino and find themselves paying off the casino forever. There are also many facilities in the casino, some only available for the select few. The more money one has, the deeper they can go in the game. The more respect among the casino one has, the more facilities open or them.
The true owner of the Great Eye Casino is Moloch, an archdevil banished from the Nine Hells, eager to return to take his place on the throne. He wants to amass an army to take back his own realm in hell. But he has no idea how to return to hell with his army. Zhirv, the All-Knowing has promised him this information of Moloch would work for him, giving Zhirv information, while Moloch gets new slaves for his cause.
All of the staff are Goblins and Kobolds. They obey every command of any other race. The Kobolds sometimes steal shiny trinkets from customers and the Goblins are always sour that they are put to work there. The other workers are from 'higher' humanoid races and they boss the kobolds and goblins around.

The Great Eye Casino is the most prestigious casino in Capital City and thus it attracts the most high end people of the city. You need money and a lot of it to play at the big tables here. Although there are also tables for the smaller fortunes. One begins at the lower tables and works his way up. Respect is highly important to the casino so anyone who is disrespectful to another will be rejected from coming back in again. This particularly means being polite against the staff workers. Cheaters are also not tolerated, at least if they are found out. However, getting found out might have severe consequences on the cheater as he might be given a fine or has to go in the back.
So any type of person is allowed entrance in the casino, as long as they have gold to spend.
