Capital City
Capital City is the largest city of Arthenos, settled in the land of Galnéath ruled by the Rhufein Empire. The seat of the Empire is also located in this city in Brongniart Palace where Emperor Elgast Rhufein II seats, the old palace built by the Elvallìn when they founded Capital City, then named Olvathin.
Being the largest city on the continent, Capital City brings opportunities wherever a person might go. But it is also a place riddled with crime and gangs. People live in luxury and poverty. There is order and chaos. Tyranny but also goodwill of the people. You can find nearly anything in Capital City.
Government
The seat of power is the Emperor Elgast Rhufein II since the region is under the rule of the Rhufein Empire. Most of the governing is done by the Synod a group within the Empire that takes care of all the parliamentary issues. The Red Legion and the Town Militia try to uphold the peace and quiet in this immense city.

Districts
There are ten districts in Capital City. Below I will give a brief summary of the districts. Also, every district has a District Director.
The first district is named the Sinjuri District, which is the most high-class district of the City. The District Director is Jeffrey Russell. It is here that the Brongniart Palace is situated, where Emperor Elgast Rhufein II seats. It is also the district of the House of Tarkus where the Synod resides, which is just next to the palace. A few streets from there, there is the University of Elgast where students of the Empire can learn about how to rule an empire.
The second district is the Galdur District, which is more like the magical district. The District Director is Zephyr Russell. The Theithos College is situated here and thus also the Dewin.
The third district is the Lucha District, which is where the Conscript Guild resides in their great hall of Marchog. The District Director is Darius Rhufein. This district houses the Stellar Stadium where warriors can go to to test their merit in battle and to achieve fame and glory. Winners of the many tournaments are rewarded with legendary items.
The fourth district is the district of Olvathin, under the control of House Thefiel , and is a completely autonomous part of the city. It is here that the Sleeping Tree is located and functions as a safe haven for everyone who doesn't fit in in the city. This district doesn't have a district director.
The seventh district is the Maro District, named after the Meion of Water, Maro. This district is located at the convergence of the Enthor River and the Brann River. Most of the ports and harbors are here and because it is the hub of export of import it is the place where money can be found.

Guilds and Factions
Since Capital City is the largest city in Arthenos, it also has a varied array of guilds and factions competing and scheming with one another for more power.
The main faction is the Rhufein Empire which has the seat of power in Capital City. The city also functions as its capital, losing the city would almost certainly result in the destruction of the empire. The seat of the Empire is in Brongniart Palace, where Emperor Elgast Rhufein II rules.
The Dewin functions as the mages guild of Capital City and the Empire. They however boast at least a certain independence of the Empire. The subjects of Necromancy and Illusion magic are prohibited by the Empire and as long as they follow those rules, the Empire will not interfere with the organization of the guild. The Dewin is formally seated in the Theithos College and Oman Sevanas is Archmage of the guild.
The Honorful Harp functions as the economic and arts guild of Capital City.
Capital City is also famous for being the city where the warrior hall of Marchog is located. This famous longhouse is the main hall of the Conscript Guild. Fighters from all around the world come to this hall in order to find glory and purpose in their lives.
The original inhabitants of Capital City, then called Olvathin, still live in a neighborhood of the city where they have relative autonomy from the Rhufein Empire.
Being the largest city in Arthenos, Capital City also houses criminality.
Capital City has also seen a surge of new products on the market which are very addicting. The Heriotza's Hand is an underground drug empire that distributes drugs of all kinds among the inhabitants of Capital City. The Heriotza's Hand has the reputation of being in the shadows. No one can really pinpoint any locations of the production houses, or who might be a member. All the Empire knows is that they have a huge underground network in the city and produce most of the drugs in the city. They want to keep their monopoly position and as more members are addicted the better for them.
