Government
The government structure of Utdanning takes ideas from both democratic and feudal countries. The city is led by a jarl, the sole person who assumes responsibility for organizing trade agreements with other cities and countries, maintaining a fighting force for protection or otherwise, and generally guiding the city in the path they most see fit. In Utdanning Jarls are not chosen by bloodline, but instead the title of is given Jarl to the headmaster of the Kappi Research Institute. While the jarl guides the city, it is the citizens that decide on the laws of the land. Once a year every citizen, or karl, in Utdanning comes together in an assembly called a Thing. During the Thing, each karl discusses current political topics, creates new laws or abolishes old ones, or decides punishments for any person or group that was found to have broken a law. A council of scribes is responsible for keeping track of the changes in legislation that happens during the Thing and reciting the verbiage of a law if asked to by a karl or jarl. Those in this council are typically high-ranking individuals in the Kappi Institute. The laws Utdanning focus on keeping the institute well-funded, maintaining the trade relationships with sister cities, and dissuading thievery. Punishments for breaking the laws of the city vary wildly and depend on how the Thing reacts to how the law was broken.
Defences
The defenses of Utdanning are unlike any other in Vomethnda. The minds of the Kappi Research Institute have designed all the mystek devices used to keep the city safe. Devices such as automated sentries and autonomous guards patrol the campus of the institute, while the rest of the city employs a well-equipped guard regiment. These city guards are outfitted with the latest offensive arcsthetics developed in the institute. Any karl or thrall can become a guard, but the city prefers wargforged due to the level of augmentation they undergo when becoming a guard. Additionally, a regiment of the Vomehtndan Mechanized Division is based directly north of the city allowing them to come to quick defense of Utdanning if it were ever to come under siege.
Industry & Trade
Utdanning is the trade capital of Vomethnda, over 95% of products that come into the city only stay for enough time for it to be transferred to another train and then shipped to its next destination. The Husvagan Corporation oversees this extensive trade network and builds much of the necessary infrastructure to transport goods from city to city via rail. A consequence of this is that the markets of Utdanning are said to be the most varied in the country, having goods the come from all corners of Vomethnda and even Ezlekh, Promaticous, and a few other countries. Many Vomehndans will travel to Utdanning just to experience the variety its markets have to offer.
One of the major exports of the city is mead, a kind of honey wine made nearly exclusively in Vomethnda. The meaderies of Utdanning are said to be the best of the nation, attracting many mead coinsures and curious minds alike. Mead is also the favored drink of the nation’s favorite pastime, Glíma. The sporting arenas and venues are the second largest consumer of mead, losing only to the many taprooms around the city.

The rails themselves are constructed from raakatite with has a synergistic effect when in contact with fantasma crystals that allows specially trains, known as rasktogs, to move at extreme speeds even when burdened with loads weighing hundreds of tons.

Districts
Kappi Research Institute Campus: A repository of magic and science, the Kappi Research Institute is the premier college in all Vomethnda. The campus itself is made up of a cluster of buildings in the northeastern section of the city, directly north of the Mellerst Rail Station. Many of the technological marvels that come from Vomethnda are developed at this institution. The focuses of the institutions are research and development of mystek and arcsthetics, and education of aspiring mages, mystek engineers, and rune smiths. Due to this the institute is home to many of the rich and affluent. The Jarl of Utdanning also resides here within the Jarl’s Hall located roughly in the center of the campus. It is the second largest building on the campus, with the sport complex beating it out in size by less than 100 square feet. The institute is run by the Jarl and the council of senior professors chosen by them. To be on the council each professor must be a master in their area of study, with replacements occurring either when they die or become outclassed. The Brotherhood of Mystek Engineers is also found within campus grounds with many members of the brotherhood being aspiring mystek engineers, past students, or faculty of the institute itself. Getting into the campus can be tricky for anyone who isn’t a current student or faculty member. The only entrance to the area is by the Jarl’s Lift, which only operates when specified people activate it.

Everyone from the big wigs of the Kappi Institute to the bluntest of professional Glíma fighters find themselves drinking in the very same taprooms. The oldest of these meaderies is the famous Flytstansa’s taproom. It is in the heart of Meadtown and is the oldest currently standing structure in the city. Its age lends to the importance of meaderies to Utdanning. A large majority of exports that come from the city itself are mead and other alcoholic products produced right here in Meadtown. In fact, the importance of these products has led to the formation of the Brewing Inquisition, a league of inspectors that is responsible for categorizing and rating the many styles of beverages produced in the district. They are also known to punish meaderies and breweries that fall under their standards in a rather harsh way. The taprooms also attract many bards coming from colleges and cities from neighboring towns and far away cities such as Mercommernaut and Heilagur.
Leikskalar: The true spirit of the Utdanning resides not in its technological advancements, but in the upholding of Vomethndan history through sport. This district is comprised of the many arenas, venues, and other businesses that cater to the crowds. Utdanners enjoy an enormous variety of sporting competitions from martial arts to board games such as hnefatafl. By far the most influential sport in the city is Glíma, a wrestling match whose arena is a shallow pool. The winner of the match is whoever drowns their opponent first within the pool. The pool itself is no ordinary pool but has specialized jets that replicate a raging river. The currents of the pool are controlled by a referee, who is also in charge of declaring a winner. Professional Glíma often take place in the Prumani Areana, but many smaller arenas hold amateur competitions around the district.

The current CEO of the company, Fullur Miskunnar, is the brother of the current Jarl of Utdanning, Yfir Miskunnar. This relationship allows for the company to have great sway with the Kappi Research Institute and the government as a whole.

Many businesses fear this inquisition and many more enlist the help of guards to protect themselves due to the inquisition actions.

Despite the name, anyone can join the brotherhood if they are found to be worthy. This group is comprised of both aspiring inventors and retired professionals. The group debates on the standards that mystek should be held to, and what mystek should be designed for. The members of the brotherhood desire that the technology not be used for war, but that is a fight that they have been losing.
Clan Visindi: A well equipped gang of motorheads and brutes, Clan Visindi is one of the many roving clans the roam the lands of Vomethnda. The members of the clan desire to keep the spirit of old Vomethnda alive while incorporating the advancements that the modern county provides. Points of interest
Jarl’s Hall: A classically constructed building in the center of the Kappi Research Institute campus, the Jarl’s Hall is home to the current headmaster and their family. The structure itself is built from stones such as marble, granite, and diorite imported from Promaticous and Fiáinetai with wooden shingles sourced from local forests. The roof is multi-layered with many eyebrow windows to allow light into the upper levels. Four towers are built at the hall's corners representing the institute's four fields of study. Interior walls and decorations are almost exclusively made from the same wood used for the shingles. Intricate carvings are located on almost every panel and post. The carvings depict history and achievements of former headmasters of the institute. The Jarl’s Hall is the largest structure on the campus partly due to this reason, because headmasters will add to the hall when if their achievements cannot be recorded. The hall is outfitted with all the most modern luxuries that the minds of the institute create, such as flameless lighting, plumbing, and much more.
The Jarl’s Lift: A massive lift of mystek design meant to bring students and faculty into the Kappi Research Institute campus. In fact, the lift is the only remaining entrance to the institute’s campus. The lift itself raises and lowers the entirety of the frosttorn garden in the southern section of the campus. The garden is approximately the size of a ballroom, making Jarl’s Lift the largest in the city. All other entrances have been either magically or physically blocked in one way or another. The lift will only operate when a faculty member or approved students activate it themselves. This is done by an experimental technology that can detects creatures by an innate magical signature that currently cannot be disguised.
Mellerst Rail Station: The largest rail station, not only in Utdanning, but Vomethnda as a whole. Mellerst is the hub where all goods travel through when crossing the country. The structure itself is built in a classical Vomthndan style. There are five train depos arranged radially around a circular terminal and control center. The train depos are all constructed as a single poor concrete structure, while the terminal and control center are built using brick and timber. The train depos are all located underground at the same level as the city’s highway system. The terminal itself has three levels. The ground floor acts as a ticketing center for passengers and goods manifest verification for cargo, the basement floor is meant for onboarding, offboarding of passengers and goods, while the upper floor is the control center in charge of controlling the rails and managing schedules.

Husvagan claims that this is to ensure fair trade between the merchants and customer, but many believe that the company wants an excuse to get a larger cut from the sales.

Combines these pools cover an area of 100 square yards. Each of the pools can be controlled individually to alter the depth creating dynamic games for the viewers and athletes alike. The stands encircle the arena grounds at a staggering four stories tall and can seat up to two hundred thousand people. They are constructed as a single poor concrete structure, making it the largest building of its kind in the country.

The worship room is filled with high-tech gadgets and mechanisms, such as automatic doors, interior weather systems, and a regiment autonomous holy guards that protect the temple. The clergy and monks of the temple live and work predominately within the tower.
Architecture
The buildings of the Kappi Research Institute try to meld the past with the future by keeping the distinct historical style and using more modern building techniques and materials. The structures of the campus are made of any combination of bricks, concrete, and lumber. Many of the buildings are built so that their first floor is partially underground with the smaller structures even having turf roofs covering them. Buildings that consist of multiple floors feature multi-layered roofs and eyebrow windows to allow natural light into the upper levels of the structures. The roofs are typically made with wooden shingles and have an ornamental figure at corners and edges such as the depiction of a god or dragon. Gardens are an important part of the campus, with several sprinkled throughout. These gardens are traversed via brick lain pathways that allow students and faculty to travel between buildings without trampling the plant life.
A bastion of traditional architecture, the buildings of Meadtown have stuck to the roots of Utdanning architecture to match its tradition of mead. The buildings are almost exclusively made from lumber sourced from the surrounding forests. The first floor is built on top of stone slabs that act as a foundation of the structure. Wood panels make up the walls and ceilings while the roofs are built using wooden shingles. The interior structure is supported by timber or stone columns. Many of the wooden parts of buildings have decorative carvings such as family crests or symbols related to the business. Pathways and old roads are paved in cobble stone. Streetlights provide a pile blue light during the hours of darkness, while most buildings try to use fire to light their interiors to provide a more modest atmosphere.
The district of Leikskalar strays from the traditional roots of the rest of the city to accommodate for the large amount of foot traffic and participation with the many sports it hosts. Arenas are built using concrete formed into blocks, or even as single poor structures. Roads and walkways that spread throughout the district are lain with combination of brick and poured concrete. Businesses like taverns and inns have built structures attached to the arenas to serve fans and visitors. These are built in a shanty like style with simple brick structures that often incorporate metal sheets for roofing.
The structures of Warehouse Isle all replicate the longhouses of old. These warehouses are long rectangular or pill shaped structures with rounded roofs and sloped outer walls. They are also often twice as tall as they look on the outside because almost half the structure is typically built underground. The outer walls of the structures are usually made from concrete and the roofs are typically made with aluminum or iron sheets. There are no pathways between buildings on the surface, but they are all connected by the underground road network. Due to this, there is no external lighting in the district but there is sufficient defense from both autonomous drones and hired guards.
Geography
The city rests in a valley between the Feramonto mountain range to the south, the Frida River to the north, and Lake Insjö to the west. The city finds itself near a dense section of the Dulspeki Forest which must be consistently maintained due to the frequent use of lumber for construction. Small rivers cut through the landscape, none of which are large enough to support Utdannings demands for water.
Climate
The area around the city sees frequent rain, it is said that the weather in Utdanning is always grey. It rains or snows almost 40% of days in the year. The temperatures in the city can be as warm as 85 degrees Fahrenheit in the summers and as cold as -27 degrees in the winter.
Natural Resources
The area surrounding the city provides all one could hope for from a forest. Lumber, wild game, fruits, nuts, fresh water, and fish can all be found in the region. Metals deposits of titanium, nickel, and aluminum can also be found within the region.
