Flooded District

Originally a low-income district called "The Run-Off District" for it's city drainage system. After said drainage system became clogged in early 1899 and was unable to be safely cleared, the district's streets flooded and it was unofficially renamed.

Recently (sometime in the past 20 years) the residents of The Flooded District have created a movement that they call "Petulatism", designed around the idea of utilising Theatre, Music and other similar performing arts to lift themselves out of Poverty.

Due to the flooding of the district and it's lower position in the city, all of the materials left on the city streets is directed by rain to the district. This along with the lack of outside help in the district has allowed vast trees and greenery to grow into a vast and thick canopy, this canopy creates a nigh constant night where the sun can only pierce the canopy for a brief 3 hour period at noon.

Due to the over 70 years of water damage caused by the flooding has lead to severe water damage in a large amount of buildings in the district, luckily however in the floodwater many seed lay in wait. These seeds commonly sprout into tree's and plants which have wound themselves into many buildings, limiting water damage. Certain historians have noted a simularity to Traditional Wood Elf buildings, residents have commented "Whoops" on this development.


Demographics

Theatre Syndicates

A Barely legal group that operates a majority of the Theatres and "Entertainment Establishments" in the district. Those (places) that they don't own they attempt to threaten, bribe, trick and harm into joining their "family of esteemed locals". They are also noted sometimes for continuing this behaviour on their own locations even after, joining.

Known to print, alter, censor and write scripts, songs and dances. Anything they dislike in a script is altered or censored before printing and the writer (if they live in the city) is threatened for not following their "Cod of Conduct". The Scripts, Songs and Dances they write are infamously bad and viewers often need to be tricked into viewing them with a name that is eerily similar to a more popular performance or, the last minute replacement of another performance with one of it's own. Sadly, they are almost the only and certainly the cheapest producers of required materials in the district, as they frequently buy out or destroy the competition and their presses.

The Gangs

Demon's to the Syndicates Devil's, these group are little different. Highly Illegal and endlessly sought out by Police (with a little prodding from the Syndicate), these groups specialise in various bad deeds such as: Robbery, Mugging, Pick-Pocketing, Territory Wars, Scams, Smuggling, Gambling Den's and Loan Sharking. However, some of them; have pros to their cons.

Groups such as the Spitfire Charnel Smuggler's are known for their attempts to assist the community instead of using it, as such they have gained the favour of a majority of the Non-Affiliated living in the district. Who enjoy such upsides as genuine protection in their neighbourhood, medical care for accidents, assistance for thier troubles and other such things. In return, the Spitfire Charnel Smuggler's have enjoyed a long and beloved riegn as the strongest gang in the district, often recieving things like protection from law enforcement, free food and the public rallying to thier defence.

 
Those In-between (The Non-Affiliated)

As the name suggests, those who are too poor to leave the district, unwilling to join a Gang or the Syndicate and those poor souls who try to help, can be placed into this category. These people work a variety of jobs, lead a variety of lives, experience a variety of emotions and are incalculable in their value. It's nearly a crime to lump them all into the same basket and remove who they are from the picture.


Government

Mostly abandoned by the ruling classes of Wholstad, this district runs itself to questionable results.

Mostly operated by various Theatre Syndicates and Criminal Gangs, the line between the two being a very fine line.


Defences

The Floodwaters

Due to the varying depth of the flood waters and their treacherous nature, it is often difficult to transport large groups of individials who are unaware of the area. Flash flooding, when the signs are not known or recognised can frequently lead to death and the turbulent waters that can appear in a storm also pose a large risk to health and safety.

The Many Building Husks

Many of the buildings from before the flooding were abandoned and still are, rarely seeing occupants. Those in the district may occasionally take shelter in one of these buildings permanently or temporality whether it be for succour from a storm or from policemen. These buildings have been keeping folks hidden for over 50 years and hopefully will for 50 more.


Infrastructure

Due to the districts flooded nature, the streets have long been sumberged by water and the Bowels beneath the district. The water tends to sit a a depth of 4.2 to 7.8 meters depending on recent rainfall.

Almost all buildings in the district have experienced a large amount of water damage, these buildings have been supported by certain plants that have grown through thier brickwork.

In recent years, as the "Petulatism" has risen, several buildings have been altered to feature bight neon lights, stages, balconies and stage lights. Electrical hazards are common.


Districts

Brooks Run

Originally the districts main street, after the flooding it became the districts most accessible area and as such is where most performances are done. It's the longest street in Wholstad and several smaller streets that branch off from it, have been incorporated into it.

Outer Streets

Almost entirely abandoned after the flooding, many of these streets have yet to be reclaimed and as such are the perfect den for illegal activity and hideouts or small communities. Sometimes both.


History

In 1899, the drains to this district got clogged and the district began to flood.

Sometime In 1950, the Petulatism Movement rose and caused sweeping changes to the district.

The Red Bath

The largest local for "Adult Entertainment" in the district. This cove like street is bathed in a constant red neon light and it's buildings are filled with red fabric. This affinity for red and it's location has lead to it's name. Often visited in secret by men and women of the gentry.

Dundead Alley

A brick of buildings that host many an illegal activity and act as a black market for the city. It's location is closely guarded and heavily defended, it's well hidden and no bobby has been to find it yet.


Climate

It is almost always wet and humid, unless there has been an abnormal absence of rainfall.
