Matthew is a Half-Frog-kin-Human who grew up under his sister Milty in the Swamplands. She did her best to look after him and shield him from 'the background' as well as the spotlight. She fights so he can live a 'normal' life. As she is part of Hero Steve's party, she was the one to ask Steve to let Matthew attend the the All-Races Classroom. Permission was easily given. Due to being taught by Knowledge Liaison Officers here and there, Matthew had no problems fitting in with the Human school teaching. Even if it was an actual classroom he would have been fine.
As with many Frog-kin, Matthew has secretion glands all over his skin. Most contain poison.

Motivation
Matthew's sister, Milty, is a member of Steve's Hero Team. Thus she knew about the project from not long after its inception and personally asked for her brother to join. As Matthew owes a lot of him growing up well to his sister, it didn't take much for him to agree.
He sees the opportunity to join the Inter-racial Research Team after schooling as an acceptable way to show that Milty is working for the Council and not to be considered someone suspicious. Not that she is suspicious, but that her past leaves room for a lot of questions. Many questions that he knows not to ask.
