Guilds of Narland

Amongst the lands of the Federated States of the Flussland, Narland has a completely unique system of governance. In place of an emperor, archduke or other nobility, the country is ruled by the council of guilds, based in Sturmin. There are many guilds, but only the most powerful 13 form the council. Other minor guilds are usually aligned with one major guild, although these associations are far from fixed and are a common source of rivalry between guilds.

Structure

The primary guilds and their main industries are:  
  • Merchants - the largest and most powerful, running market halls, jetties and warehouses
  • Builders - all aspects of construction
  • Farmers - production of food and drink
  • Grocers - trade in food and drink
  • Carpenters - woodwork of all kinds, shipbuilders guild a major subsidiary
  • Refiners - heavy industry producing metals from ores, dominated by dwarves
  • Armourers - construction of weapons and armour
  • Metalworkers - all non-military metalwork, from simple nails to fine pewter goblets to horseshoes
  • Jewelers - trade in gems, precious metals and anything made from them
  • Drapers - creation of fabrics and clothing
  • Innholders - accommodation and entertainment
  • Alchemists - chemicals and potions
  • Goldsmiths - safe storage of wealth, but heavily limited financial services
 

The Council

  The Strumin Council of Guilds acts as both the Legislature and, for major crimes, the Judiciary of Narland. The council comprises the leaders of the 13 primary guilds, and is chaired by the mayor. Council meetings usually happen on a monthly basis, and concern mostly matters of trade and labour. The mayor has the ability to call exceptional meetings in case of serious pressing issues, but this is rare.

Assets

The Council of Sturmin has access to almost unlimited funds when necessary, as they can pull on the entire financial prowess of the Narland commercial system. They are however much more focused on economic output that military force, and so beyond the loose collection of mercenaries operating under the Mercenaries' guild, there is no army to speak of.
